If you are joining the meeting via zoom and wish to make a comment on an item, press the "raise

comment. Speakers will be limited to 3 minutes.  
Although the County strives to offer remote participation, be advised that remote Zoom  
participation is provided for convenience only. In the event of a technological malfunction, the only  
assurance of live comments being received by the Commission is to attend in person. Except for  
a noticed teleconference meeting, the Commission reserves the right to conduct the meeting  
without remote access if there is a malfunction.  
If you choose not to observe the Commission meeting but wish to make a comment on a specific  
agenda item, please submit your comment in writing. You are encouraged to submit your  
comment in writing by 4:00 PM on the day before the meeting to ensure the Commission has  
adequate time to review. Please submit your comment to the Clerk of the Board at  
edc.cob@edcgov.us. Your comment will be placed into the record and forwarded to Commission  
members.  
PROTOCOLS FOR PUBLIC COMMENT  
Public comment will be received at designated periods as called by the Commission Chair.  
Individuals will have three minutes to address the Commission. Except with the consent of the  
Commission, individuals shall be allowed to speak to an item only once.  
It is the intent of the Commission to have additional flexibility depending upon the nature of the  
issue. Individual Commission members may ask clarifying questions but will not engage in  
substantive dialogue with persons providing input to the Commission.  
If a person providing input to the Commission creates a disruption by refusing to follow  
Commission guidelines, the Commission Chair may take the following actions:  
Step 1. Request the person adhere to Commission guidelines. If the person refuses, the  
Commission Chair may turn off the speaker’s microphone.  
Step 2. If the disruption continues, the Commission Chair may order a recess of the Commission  
meeting.  
Step 3. If the disruption continues, the Commission Chair may order the removal of the person  
from the Commission meeting.

9:30 am PUBLIC HEARING -- 2026-2027 UPDATE TO THE 2024-2028  
AREA AGENCY ON AGING AREA PLAN.  
The Area Agency on Aging will provide an overview of the 2026-2027  
Update to the 2024-2028 Area Plan for the County of El Dorado Planning  
and Service Area (PSA) 29.  
CHAIRPERSON AND COMMISSIONER REPORTS: This is an opportunity for Board and

commission concern.

UNFINISHED BUSINESS  
The El Dorado County Fair begins at noon on Thursday, June 18, 2026.  
Volunteers from the Commission on Aging are welcome. If attending the  
Fair, Commissioners are encouraged to stop by the Health and Human  
Services Agency's Information booth. June 18th is Kids' and Seniors' Day.  
In accordance with Section 3.9 of the El Dorado County Commission on  
Aging Bylaws, the Commission on Aging will create an Ad Hoc  
Membership Committee and assign Commissioners for participation. The  
purpose of this committee is to fill the current vacancy for a Community  
Representative.  
The Commission on Aging will create an ad hoc committee and assign  
Commissioners to discuss the Board of Supervisors Item #19 from the  
April 28, 2026 Board of Supervisors meeting and gather information from  
the Health & Human Services Agency. This committee will focus on  
2027/2028 budget items, monitor existing Older Adult Services programs,  
and determine the next steps for advocacy and mitigation of proposed  
budget cuts.  
NEW BUSINESS  
The Commission on Aging will re-appoint Jim Wassner as Community  
Representative to a three year term beginning on September 1, 2026 and  
ending on August 30, 2029.  
The Commission on Aging will re-appoint Bob Kamrath to a three year  
term beginning on September 1, 2026 and ending on August 30, 2029.  
The Commission on Aging will re-appoint Gail Lohmann to a three year  
term beginning on September 1, 2026 and ending on August 31, 2029.  
The Commission on Aging will review and approve the proposed AI Driven  
Scams documentation which will be used during outreach activities within  
the community.  
The Commission on Aging will discuss the Commission representation on  
the Health Insurance Counseling and Advocacy Program (HICAP)  
Coordinating Committee. The Area Agency on Aging (AAA), Performance  
Service Area (PSA) 4, is the lead agency for HICAP with an executed  
memorandum of understanding (MOU) with El Dorado County and San  
Joaquin County to establish oversight of the program. This MOU created a  
HICAP Coordinating Committee which, in addition to PSA staffl, shall  
include at least one AAA Advisory Council member from each participating  
PSA.  
OPEN FORUM  
Open Forum is an opportunity for members of the public to address the Commission on subject  
matter that is not on their meeting agenda and within their jurisdiction. Public comments during  
Open Forum are limited to three minutes per person. The Commission Chair may limit public  
comment during Open Forum.
