AGENDA ITEMS
1.
Hearing to consider Lin Project (Tentative Parcel Map P20-0005) to
divide a 15-acre parcel into two (2) parcels ranging in size from
approximately 5.0 acres and 10.0 acres on property, identified by
Assessor’s Parcel Number 126-250-012, consisting of 15 acres, is
located on the south side of Salmon Valley Lane, east of the intersection
with Salmon Falls Road, in the El Dorado Hills area, submitted by Yixu
(Tom) Lin; staff recommends the Zoning Administrator take the following
actions:
1) Adopt the Mitigated Negative Declaration based on the Initial Study
prepared by staff in accordance with the CEQA Guidelines;
2) Adopt the Mitigation Monitoring Reporting Program (MMRP) in
accordance with the CEQA Guidelines Section 15074(d), based on the
Mitigation Measures contained in the Mitigated Negative Declaration and
Initial Study; and
3) Approve Tentative Parcel Map P20-0005, based on the Findings and
subject to the Conditions of Approval as presented.

This item was approved by Zoning Administrator Rob Peters with the following
changes: 1) Finding 2.5 to read as: General Plan Policy 2.6.1.5 requires all
development on ridgelines to be reviewed by the County for potential impacts
on visual resources; 2) Finding 2.6 to read as: General Plan Policy 2.6.1.6
requires that a Scenic Corridor (-SC) Combining Zone District shall be applied to
all lands within an identified scenic corridor; 3) Condition of Approval 11, last
sentence to read as: The final Wildland Fire Safe Plan shall be completed,
submitted and approved by the applicable fire agency prior to recording the
parcel map; 4) Condition of Approval 12, first sentence to read as: The tentative
parcel map shall be subject to parkland dedication in-lieu fees based on values
supplied by the County Assessor and calculated in accordance with Section
120.12.090 of the County Code; and 5) Condition of Approval 22, first sentence to
read as: The project is located in a Very High Fire Hazard Severity Zone within
a Cal Fire responsibility area (SRA).
