Although the County strives to offer remote participation, be advised that remote Zoom  
participation is provided for convenience only. In the event of a technological malfunction, the only  
assurance of live comments being received by the Commission is to attend in person. Except for  
a noticed teleconference meeting, the Commission reserves the right to conduct the meeting  
without remote access if there is a malfunction.  
If you choose not to observe the Commission meeting but wish to make a comment on a specific  
agenda item, please submit your comment in writing. You are encouraged to submit your  
comment in writing by 4:00 PM on the day before the meeting to ensure the Commission has  
adequate time to review. Please submit your comment to the Clerk of the Board at  
edc.cob@edcgov.us. Your comment will be placed into the record and forwarded to Commission  
members.  
PROTOCOLS FOR PUBLIC COMMENT  
Public comment will be received at designated periods as called by the Commission Chair.  
Individuals will have three minutes to address the Commission. Except with the consent of the  
Commission, individuals shall be allowed to speak to an item only once.  
It is the intent of the Commission to have additional flexibility depending upon the nature of the  
issue. Individual Commission members may ask clarifying questions but will not engage in  
substantive dialogue with persons providing input to the Commission.  
If a person providing input to the Commission creates a disruption by refusing to follow  
Commission guidelines, the Commission Chair may take the following actions:  
Step 1. Request the person adhere to Commission guidelines. If the person refuses, the  
Commission Chair may turn off the speaker’s microphone.  
Step 2. If the disruption continues, the Commission Chair may order a recess of the Commission  
meeting.  
Step 3. If the disruption continues, the Commission Chair may order the removal of the person  
from the Commission meeting.

CHAIRPERSON AND COMMISSIONER REPORTS: This is an opportunity for Board and  
City Appointed Commissioners to provide short informational updates on matters of  
commission concern.  
Joan Fuquay, Chairperson, El Dorado County Board of Supervisor appointees, Raelene  
Nunn, District I, Linda Grimoldi, District II, Roger Berger, District III, Lisbeth Powell,  
District IV, and Loreen Sanchez, District V, provided reports. John Messina, City of  
South Lake Tahoe appointee also provided a report.  
AREA AGENCY ON AGING EMPLOYEE SPOTLIGHT: LYNETTE ENGELHARDT-STOTT,  
HEALTH & HUMAN SERVICES DEPUTY DIRECTOR  
Lynette Engelhardt-Stott is the Deputy Director responsible for Community Services  
Programs which include Older Adult Services, Animal Services, Veterans, Low Income  
Home Energy Assistance, Weatherization, Community Services Block Grant, and the  
Community Action Council.  
GUEST SPEAKER: CAROLYN ROSS, MSW, CO-EXECUTIVE DIRECTOR, VILLAGE  
MOVEMENT CALIFORNIA  
Carolyn Ross presented information about the Village Movement California. The Village  
Movement California is part of Village to Village network, a national initiative that  
empowers communities to establish and manage their own “villages” aimed at supporting  
healthy aging. There is a membership fee to join the network. Volunteerism is core to  
the program.  
AREA AGENCY ON AGING DIRECTOR'S REPORT  
Yvette Wencke provided the report.  
--The one-time only ARPA funding is ending on September 30, 2025. The Area  
Agency on Aging is requesting the purchase of two new vehicles and a large mixing bowl.  
The items need to be ordered, received and paid by September 30, 2025 to qualify for  
this funding.  
--The new fee structure for the Club was effective July 1, 2025. The El Dorado Hills  
location is closed, and 11 participants transferred to the Placerville location. El Dorado  
Transit established a special route between the El Dorado Hills Senior Center and the  
Placerville Club location and eight individuals are utilizing this service. A total of 36  
individuals are currently enrolled in The Club.  
--CalFresh funding was cancelled at the federal level. The Area Agency on Aging was  
working with the California Department of Aging to implement a program. This has been  
cancelled.  
Jordan Brushia provided a report.  
--Transportation/Assisted Transportation services are available on the West Slope. She  
is still looking for a provider in the South Lake Tahoe area. There are three separate  
funding sources for this service. Each funding source has its own eligibility  
requirements.  
--The Fall Prevention has served 40 clients. Interested individuals need to pre-register  
online.  
--The 2025 Farmers Market coupons are utilizing a new electronic process. Distribution  
will be postponed until mid-August. There will be 150 Farmers Market vouchers  
available.  
--Bingocize will be restarting on August 26, 2025. Classes are two times per week for  
ten weeks.  
Rebecca Johnson provided a report.  
--Senior Activities are continuing to be well attended.  
--There is an increased interest for exercise and line dancing classes. The  
Placerville Senior Center is unable to provide evening classes.  
-- Volunteers are needed for the You Are Not Alone (YANA) program.  
--The Community Action Council (CAC) has one vacant position representing the  
low-income sector.  
--The Low-Income Home Energy Assistance program has funding available for wood,  
propane and heating oil.  
HEALTH AND HUMAN SERVICES AGENCY MANAGEMENT REPORT  
Lynette Engelhardt-Stott provided the report. The Area Agency on Aging was invited by  
the California Department of Aging to participate in a Fall Prevention grant application. If  
awarded, this grant would provide funding for four years. UC Davis and Marshall Medical  
are also a part of the grant application. The County is starting the Fiscal Year 2026/2027  
budget process. The Board is looking for General Fund cost savings. Lynette is hoping  
the Commission can assist with ideas of new funding sources for Senior Programs.  
COMMITTEE REPORTS  
Executive Committee - Joan Fuquay  
No report was given.  
Policy & Legislation Committee - Raelene Nunn/Tita Bladen  
Raelene Nunn and Tita Bladen provided the report. The California Senior Legislature  
(CSL) will resume in October 2025. Hopefully, the three bills that were previously  
supported by California legislators will move forward during this session.  
Outreach and Education Team - Raelene Nunn  
Raelene Nunn provided the report. The Outreach Team will be attending several events  
in October. The Outreach Team is collaborating with Yvette and Jordan to increase the  
team’s impact and awareness in the community. Raelene has joined Marshall Hospital’s  
”Blue Zone” kick-off team.  
Housing for Seniors - Jim Wassner  
A report was not given. Jim Wassner is presenting to the Commission under Unfinished  
Business.  
South Lake Tahoe - Loreen Sanchez & John Messina  
John Messina and Loreen Sanchez provided the report. The Tahoe Senior Center  
activities are experiencing increased participation. VOWS (Voices of Wise Seniors) will  
be working with Seniors Inc. to develop programs to assist seniors.  
TACC Report - Tita Bladen  
No Report was given.  
UNFINISHED BUSINESS  
2.  
The Commission on Aging will receive a presentation from the Housing  
for Seniors Committee outlining the "Statement of Purpose" and the types  
of projects that the Commission has approved advocating to be built for  
seniors within El Dorado County.  
Jim Wassner provided the PowerPoint presentation that he had given to the Planning  
Commission. The PowerPoint presentation provided an overview of the purpose of the  
Housing for Seniors Committee and the projects that the committee advocates for and  
supports being built within the county.

The Commissioners will bring forward and discuss their specific areas of  
interest related to activities within the community. The areas of interest  
may result in the formation of new committees or additional areas of focus  
or projects for existing Commission on Aging committees.  
This will be discussed at the next Commission meeting.

The Membership Committee recommends re-appointing Tita Bladen as a  
Commission on Aging Community Representative to a three (3) term  
ending August 2028.  
A motion was made by Bob Kamrath and seconded by Lisbeth Powell to  
re-appoint Tita Bladen to a three-year term ending August 2028. The motion  
was approved.

Committee is needed for the Commission, the purpose and goals of the

seconded by Julie Bauer. The motion was approved.

The Commission will discuss the planned tour of the new South Lake  
Tahoe Multi-generational Recreation and Aquatic Center. The tour will be  
in conjunction with the September 18, 2025 Commission on Aging  
meeting which will be held in South Lake Tahoe.  
The tour for the new South Lake Tahoe Multi-generational Recreation and Aquatic Center  
is planned to occur at the end of the September 18, 2025 Commission on Aging meeting.  
OPEN FORUM  
Open Forum is an opportunity for members of the public to address the Commission on subject  
matter that is not on their meeting agenda and within their jurisdiction. Public comments during  
Open Forum are limited to three minutes per person. The Commission Chair may limit public  
comment during Open Forum.
