PUBLIC PARTICIPATION INSTRUCTIONS: The meeting will be open to the public. The meeting  
will also be live-streamed via Zoom.

Judge's Comments (5 minutes) – NOT IN ATTENDANCE  
Juvenile Treatment Center Acting Deputy Chief Probation Officer (5 minutes)  
Supervising Deputy Probation Officer, Fernando Palomar was in attendance on behalf  
of ADCPO Beth Borovich and reported on the JTC.  
Current Population: 15 (9 males, 5 females and additional scheduled to come in  
tonight)  
11 youth from El Dorado County, 4 Out of County (Marin, Lassen, Del Nort and one  
coming in tonight 19yr old is also from out of the county) 2 of the 4 Out of County are  
housing only (maybe due to staffing issues at other county)  
10 releases since July 22, 2025  
2 suicide attempts – same youth. MH involved and additional supports and procedures  
Chief Probation Officer (10 minutes) NOT IN ATTENDANCE  
CPO Richart is retiring. Kaci Smith has been appointed Acting CPO starting August 9,  
2025.  
Treasurer's Report (5 minutes)

Dunlap Friends of Juvenile Justice Fund: $37, 003 (Sandy sent email request to clarify)  
Grants Paid: El Dorado Community Health Centers: $3,500 – Paid to Coalition for  
Overdose Prevention and Education program (COPE)  
Leadership Team (5 minutes) – Nothing new to report  
NEW BUSINESS  
1. Allocation of funds - CASA EDC and/or T.A.S.K.  
Commission request to get more specific information from CASA and TASK as to what  
specific need is or specifics on how funds will be used. Guerrero will reach out to CASA  
and TASK for clarification and contact Commission via email to discuss vote on  
allocating funds. This information will be brought to a vote by all Commission Members  
and all associated information will be recorded by updating the minutes.  
2. Commissioner Recruitment  
Request for Oates to resend the Commission Bylaws to the Commission members via  
email.  
Discussion around recruitment and addition of a youth member on the commission.  
Schools started back up and opportunity to reach out to faculty, and share commission  
information flyer. Also discussion around reaching out to the community partners who  
are presenting to the Commission or other similar community agencies.  
3. Chief Richart's Retirement  
Review and discussion: Letter drafted for CPO Richart. Send to CPO Richart and  
submit to BOS when agenda date is determined.  
4. Grants  
August 28, 2025 - open application date for EL Dorado Hills Area Foundation  
Interest in the Pay it Forward Grant. Need specific focus area of need. Consider  
transportation need for Juveniles and families.  
Hurley requested an application. Commission will review the application and see what  
information is requested and move forward. Continue discussion via email with all  
commission members. This information will be brought to a vote by all Commission  
Members and all associated information will be recorded by updating the minutes.
