If you are joining the meeting via zoom and wish to make a comment on an item, press the

make a comment. Speakers will be limited to 3 minutes.  
Although the County strives to offer remote participation, be advised that remote Zoom  
participation is provided for convenience only. In the event of a technological malfunction, the  
only assurance of live comments being received by the Commission is to attend in person.  
Except for a noticed teleconference meeting, the Commission reserves the right to conduct  
the meeting without remote access if there is a malfunction.  
If you choose not to observe the Commission meeting but wish to make a comment on a  
specific agenda item, please submit your comment in writing. You are encouraged to submit  
your comment in writing by 4:00 PM on the day before the meeting to ensure the Commission  
has adequate time to review. Please submit your comment to the Clerk of the Board at  
edc.cob@edcgov.us. Your comment will be placed into the record and forwarded to  
Commission members.  
PROTOCOLS FOR PUBLIC COMMENT  
Public comment will be received at designated periods as called by the Commission Chair.  
Individuals will have three minutes to address the Commission. Except with the consent of the  
Commission, individuals shall be allowed to speak to an item only once.  
It is the intent of the Commission to have additional flexibility depending upon the nature of  
the issue. Individual Commission members may ask clarifying questions but will not engage in  
substantive dialogue with persons providing input to the Commission.  
If a person providing input to the Commission creates a disruption by refusing to follow  
Commission guidelines, the Commission Chair may take the following actions:  
Step 1. Request the person adhere to Commission guidelines. If the person refuses, the  
Commission Chair may turn off the speaker’s microphone.  
Step 2. If the disruption continues, the Commission Chair may order a recess of the  
Commission meeting.  
Step 3. If the disruption continues, the Commission Chair may order the removal of the  
person from the Commission meeting.

GUEST SPEAKER: DEPUTY ZIERKE, EL DORADO COUNTY SHERIFF'S INTERDICTION  
TEAM  
Detective Zierke provided information on the Sheriff’s Interdiction Team. The program’s  
goal is to intercept illegal drug, weapon and human traffickers traveling within El  
Dorado County. El Dorado County is part of a multi-agency team which includes Placer  
and Sacramento counties.  
CHAIRPERSON AND COMMISSIONER REPORTS: This is an opportunity for Board and  
City Appointed Commissioners to provide short informational updates on matters of  
commission concern.  
Raelene Nunn, appointed by Supervisor Ferrero, Lisbeth Powell, appointed by  
Supervisor Parlin, and John Messina, appointed by the City of South Lake Tahoe,  
provided updates.  
AREA AGENCY ON AGING DIRECTOR'S REPORT  
Yvette Wencke provided the report.  
--The Area Agency on Aging (AAA) is requesting the purchase of two new vehicles and  
a large mixing bowl. These items will be on the Board of Supervisors June 24, 2025  
agenda. If approved, the items will be purchased using the one-time only ARPA  
funding which expires on September 30, 2025.  
--The El Dorado Hills location of The Club will officially close on Friday, June 27, 2025.  
The new fees approved by the Board of Supervisors will be effective July 1, 2025. El  
Dorado Transit will have a shuttle available to transport Club members from El Dorado  
Hills to the Placerville location.  
--A new Limited Term Program Coordinator position for South Lake Tahoe is in  
development. This position will be located at the Tahoe Senior Center and responsible  
for reserving rooms and bringing activities to the Tahoe Senior Center. The goal is to  
increase participation in the Senior Nutrition Program.  
--The Club and the Transportation/Assisted Transportation program have received  
grants from the Friends of Seniors. Each program received $3,000.  
--The AAA is exploring additional funding opportunities with CalFresh Healthy Living  
and CalFresh Outreach.  
Jordan Brushia provided a report.  
--The El Dorado County Fair was a success, and Jordan thanked all of the volunteers  
that worked in the booth.  
--Assisted Transportation services are available on the West Slope. She is still looking  
for a provider in the South Lake Tahoe area.  
The 2025 Farmers Market coupons are utilizing a new electronic process. Distribution  
will be postponed until mid-August. There will be 150 Farmers Market vouchers  
available.  
Rebecca Johnson provided a report.  
--Senior Activities are continuing to be well attended.  
-- Volunteers are needed for the You Are Not Alone (YANA) program.  
--The Community Action Council (CAC) has two vacant positions representing the  
low-income sector.  
HEALTH AND HUMAN SERVICES AGENCY MANAGEMENT REPORT  
Lynette Engelhardt-Stott provided the report. The Board of Supervisors has approved  
the Fiscal Year 2025/2026 budget. HHSA will be looking for additional revenue streams  
to fund our programs. Federal and State funding levels are a concern.  
COMMITTEE REPORTS  
Executive Committee - Joan Fuquay  
No report was given.  
Policy & Legislation Committee - Raelene Nunn/Tita Bladen  
Raelene Nunn provided the report. The California Senior Legislature (CSL) has  
concluded its session for Fiscal Year 2024/2025 and will resume in October 2025.  
Unfortunately, the three bills that were supported by California legislators are not  
moving forward at this time.  
Outreach and Education Team - Raelene Nunn  
Raelene Nunn provided the report. The Outreach Team will be attending several  
National Night Out events.  
Housing for Seniors - Jim Wassner  
Jim Wassner provided the report. Jim presented to the Planning Commission, and it  
was well received. Jim announced that in the last six years, SAFE-D has provided  
safety equipment to 600 households.  
South Lake Tahoe - Loreen Sanchez & John Messina  
John Messina provided the report. The Tahoe Senior Center activities are experiencing  
increased participation.  
TACC Report - Tita Bladen  
Tita Bladen provided the report. The TACC meetings are held quarterly, and it is an  
opportunity for the Commission on Aging representatives to share the successes and  
challenges of their Area Agency on Aging (AAA).  
Ad-Hoc Senior-of-the-Year Committee - Lisbeth Powell  
Lisbeth Powell provided the report. She thanked Supervisor Parlin for her support and  
the Commissioners for their assistance with the reception. Next year there will be more  
focus on publicity.  
UNFINISHED BUSINESS  
The Commission on Aging will review the brainstorming ideas from its  
February 20, 2025 Retreat to determine what action the Commission  
should take during the second half of 2025. The Commission will  
determine if new committees should be formed, if existing committees  
will take on additional projects, and/or if the brainstorming ideas will be  
tabled.

Tita Bladen and Raelene Nunn reviewed the ideas brought forth at the February 20,  
2025 Retreat. Tita will be sending out an email to get ideas on what individual  
Commissioners would like to work on and conduct a deeper dive into these topics.  
Joan Fuquay stated that she would like to make the Commission relevant in the  
community. Jim Wassner suggested Commissioners become liaisons to the  
congregate dining sites. This would involve having lunch once a month and being a  
resource for seniors.  
NEW BUSINESS  
The Commission on Aging will receive a presentation from the Housing  
for Seniors Committee outlining the "Statement of Purpose" and the  
types of projects that the Commission has approved advocating to be  
built for seniors within El Dorado County.

There was no public comment given.  
Open Forum is an opportunity for members of the public to address the Commission on  
subject matter that is not on their meeting agenda and within their jurisdiction. Public  
comments during Open Forum are limited to three minutes per person. The Commission  
Chair may limit public comment during Open Forum.
