This grant augmentation  will provide $1,500,000 to the  Erosion Control program and will be budgeted in FY 07/08.  There is no cost to the County General Fund.  The $1,500,000.00 will be utilized as follows: $1,099,542.29 from this grant Amendment will be used to fund portions of the construction of the Apalachee Phase 3A Project and $400,457.71 will be used to fund portions of the construction of the Apalachee Phase 3B Erosion Control Project.  
 
Background:  
 
The Apalachee 3 Project is the final two-phase Project of the Apalachee Erosion Control Project (Project).  Planning for the entire Project was initiated in 2000 and Phase 1 construction began in the summer of 2004 and due to winterization was completed in the summer of 2005. Phase 2 construction began in the summer of 2005 and due to winterization was completed in the summer of 2006.  Phase 2A construction began in the summer of 2006. Final design has been completed for Phase 3A, which was originally advertised for bids in July 2006.  Unfortunately, no bids were received at that time.  The Department re-advertised for bids in December 2006 and is recommending award of the construction contract for Phase 3A under a separate agenda item at this same Board meeting.  Phase 3A construction should begin on May 1, 2007 or shortly thereafter, depending on the weather.  Phase 3B of the Project is in the final design stage and is expected to go out to bid in 2007.
 
Reason for Recommendation:
 
The subject Amendment 1 to grant Agreement CTA-02007 is a Site Improvement grant augmentation, which will provide $1,500,000.00 in grant funding to be used for portions of the construction of the Apalachee Phase 3A and Phase 3B Erosion Control Projects and will extend the expiration date of the grant Agreement from June 30, 2007 to June 30, 2011 for this new funding increment.  The CTC Governing Board approved the subject grant Amendment at its December 8, 2006 meeting.  This grant Amendment will be funded under the CTC's Soil Erosion Control Grant Program.
 
The Apalachee Phase 3A and 3B Erosion Control Projects are located in eastern El Dorado County, in the Tahoe Basin, east of U.S. Highway 50, and west of Pioneer Trail.  The Project areas are generally bounded by Pioneer Trail to the southeast, Trout Creek to the east, and the Upper Truckee River and the rescinded Caltrans highway corridor to the west.  The Project areas include Tahoe Paradise Units 4 and 5 subdivisions.
 
Action to be taken following Board approval:
 
1. The Board Chairman will sign the five (5) originals of the subject grant Amendment.
 
2. The Board Clerk will forward the five (5) originals of the grant Amendment to the Department for further processing to the CTC.
 
3. Following final processing, the CTC will transmit one fully-executed original grant Amendment to the Board Clerk.
 
4. Upon receiving the fully-executed original grant Amendment, the Board Clerk will forward a copy to the Department for its files.
