Background: The El Dorado County SB 163 Wraparound Program was established in 2001.  On February 28, 2006 the Board of Supervisors approved a proposal to transfer administrative responsibility for this Program to Human Services and allow for expansion of services.  The Program provides services to youth at risk of out-of-home placement or at risk of being placed in higher levels of care, with the goal of reducing the number of youth placed in group homes.  Appropriate foster care homes play a vital role in keeping at-risk youth here in our community and out of institutional care.  Community education, involvement and support are critical to the development and provision of services and options for local at-risk youth.  On September 26, 2006 the Board approved a revised El Dorado County Wraparound Program Plan, which was approved by the State and that prioritized and authorized the expenditure of SB 163 Wraparound Program funds not expended for youth in one of the six State-authorized slots for community outreach and educational programs as well as for emergency interventions or other child welfare services that benefit at-risk youth and their families in our community as authorized by the Interagency Advisory Council (IAC).
 
The California Youth Connection is an organization comprised of current and former foster youth, assisted by community members, with the purpose of promoting the participation of foster youth in policy development and legislative change to improve foster care systems and to involve them in creating new options and opportunities for their future. The statewide office is located in San Francisco, with 2 regional offices (Sacramento and Los Angeles) and 25 local (county) chapters. The El Dorado County chapter, established in November of 2006 with the support of CASA, is holding its first educational event, designed to introduce the CYC to the community and provide the unique perspective of foster youth to people and organizations who work closely with County youth programs.
 
Reason for Recommendation: Currently, the EDC SB 163 Wraparound Program has resources available for community outreach, educational programs, emergency interventions or other child welfare services that benefit at-risk youth and their families in our community.  Human Services, based on the recommendations of the SB 163 Cross Systems Operations Team (CSOT) and Interagency Advisory Council (IAC), has confirmed that this activity falls within Wraparound Program guidelines and is recommending approval of an expenditure in the amount of $3,558 in SB 163 Wraparound funds to support the local chapter of CYC's first educational event.  This event is in the interest of all local youth in foster care.  This is a special opportunity for social workers, foster parents, CASA volunteers, attorneys and all other individuals who work with youth to meet, learn from and develop relationships with our local CYC members.  The approved El Dorado County SB 163 Wraparound Plan and CYC Dinner Project Budget are attached.
 
Action to be taken following Board approval: Board Clerk to provide Department of Human Services, Social Services Division with a Minute Order reflecting Board action.  Auditor/Controller to pay invoice from the State CYC for expenditures in accordance with the CYC Dinner Project Budget.
