Fiscal Impact/Change to Net County Cost:

There is no Fiscal Impact associated with this item.  There is no cost to the County General Fund.

 

Reason for Recommendation:

The Transportation Department (Department) is in the process of implementing the Angora Fire Emergency Restoration Projects (Projects) in the Lake Tahoe South Shore area and plans to perform restoration work on twelve (12) CTC parcels.  Exhibit A describes the proposed improvements for each parcel.

 

The areas to receive protection measures/improvements have been divided into four (4) zones.  Zone A is bounded by National Forest Service land to the west, south, and north, and by Tahoe Mountain Road to the east.  Zone B is bounded by National Forest land to the west and north, by Boulder Mountain Drive and Boulder Mountain Court to the east, and by Angora Creek to the south.  Zone C includes the Angora 3B and a part of the Angora 3A Erosion Control Project area where the majority of the permanent improvements will be installed.  Zone C is bounded by Mt. Meadow Drive to the east, National Forest land to the west, North Upper Truckee to the south, and Lake Tahoe Boulevard to the north.  Zone D consists of the culvert area where Angora Creek crosses Lake Tahoe Boulevard.  The attached Figure B Pages 1 through 9 are location maps depicting the respective Zones and the parcels listed in Exhibit A.

 

The CTC has prepared two (2) original License Agreements to grant the Department permission access CTC parcels.

 

Action to be taken following Board approval:

1.  The Chairman will sign the two (2) origial License Agreements, upon review and approval of County Counsel.

 

2.  The Board Clerk will complete the All-Purpose Notary Acknowledgement provided.

 

3.  The Board Clerk will send the two (2) License Agreements and the All-Purpose Notary  Acknowledgement to the Department for processing to the CTC for signature.

 

4. Upon receipt of the signed original from the CTC, the Department will send the Agreement to the Records/Clerk's office for recordation.

 

5.  Following recordation, the Department will forward the fully-executed original to the Board Office.
