Background
The Community Action Council (CAC) is a tripartite, fifteen member advisory council to the Board of Supervisors, the designated Community Action Agency for El Dorado County, and to the Health and Human Services Agency (HHSA), the County department designated by the Board of Supervisors to administer community action programs and activities including the Community Services Block Grant. The CAC is mandated by federal legislation relative to receipt of the Community Services Block Grant, which provides core funding for the administration of HHSA Community Services Division services to low-income residents of El Dorado County. The CAC is comprised, in accordance with federal requirements, of five government representatives, five community representatives and five low-income representatives. The public is encouraged to attend monthly meetings, participate in discussions and express opinions or concerns.
Reason for Recommendation
The CAC currently operates under By-Laws amended and approved by the Board of Supervisors on December 9, 2008. This amendment to the By-Laws changes reference to the Department of Human Services to the Health and Human Services Agency, allows the Director of HHSA to designate an appointee to serve as Executive Director of the CAC, and makes minor grammatical changes for clarity. The amendment was reviewed and aproved by the CAC at the January 28, 2015 and February 25, 2015 meetings as required by the By-Laws.
