DISCUSSION / BACKGROUND
The El Dorado County Department of Transportation (Transportation) received funding through the Highway Safety Improvement Program for the Guardrail Upgrades Multiple Locations - West Slope Project (Project). The Project is being implemented to upgrade existing metal beam guardrail systems in El Dorado County (County) at multiple locations. The County has close to 4,400 linear feet of existing metal beam guardrail installed at more than nine locations on the west slope of El Dorado County. The locations of work for this Project include Sly Park Road (north and south of Park Creek Road, at Mormon Emigrant Trail, and 800 feet west of Mormon Emigrant Trail ), Mormon Emigrant Trail (across the first and second dam), Newtown Road (at Snows Road and due south of Fort Jim Road) and Pleasant Valley Road (west of Church Street).
The work associated with the Project consists of reconstruction/upgrades to the existing metal beam guardrail systems along County roads. Improvements include the removal of existing rail and replacement with Midwest Guardrail Systems, installation of new Terminal Ends, traffic control, and other associated work.
Due to the absence of Federal funding, only California Environmental Quality Act (CEQA) compliance is required. A CEQA Notice of Categorical Exemption was filed on March 9, 2022.
All work is to be completed within County maintained right-of-way. There are no utility relocations identified.
Transportation has requested authorization to proceed from Caltrans, since Caltrans is responsible for disbursement of this Project's funding. Transportation is expecting to receive the authorization to proceed with construction phase activities before June 20, 2023. Transportation will not advertise until authorization to proceed with the construction phase via Caltrans form E-76 is received.
ALTERNATIVES
1) The Board could choose not to approve the Contract Documents and Plans or authorize advertisement for construction bids. Transportation will make any changes requested by the Board and return at a later date.
2) The Board could also choose to cancel the Project. Canceling the Project may include the consequence of reimbursing all federal funding received to date.
