Supervisor Parlin, based upon the recommendation of the First 5 El Dorado Children and Families Commission, recommending the Board make the following reappointments to the First 5 El Dorado Children and Families Commission:
1) Reappoint Tammy Chako, Public Health/Child Welfare Department Representative, Term Expiration 9/29/2029;
2) Reappoint Rachel Yakar, Community Representative, Term Expiration 9/29/2029; and
3) Reappoint Liz Meyer, Community Representative, Term Expiration 9/29/2029.

DISCUSSION / BACKGROUND
A Notice of Vacancy was reposted on September 14, 2026 from the previous posting of May 14, 2026. First 5 El Dorado Children and Families Commission met and made the recommendation to the Board for the reappointment of Tammy Chako, Rachel Yakar and Liz Meyer.Their recommendation reflects continued confidence in their experience, commitment, and ongoing contributions to the Commission’s work.
First 5 El Dorado is a public agency funded by Proposition 10 tobacco tax revenues, investing approximately $800,000 annually in early childhood support. The Commission’s mission is to strengthen children and families through enhanced prenatal-to-age-five systems, with the core purpose of improving school readiness across the county. The Commission is guided by a Strategic Plan and Evaluation Plan, reviewed annually and developed with extensive community input. Key focus areas include child care, transitional kindergarten readiness, prenatal care, immunizations, substance use prevention, and mitigating adverse childhood experiences. These priorities direct investment in prevention and early intervention services countywide.
