Sheriff's Office and District Attorney's Office recommending the Board:
1) Make findings in accordance with Ordinance 3.13.030(a) that the services provided by the Contractor are in the best interest of the public and that the work can be more economically and feasibly performed by independent contractors than County employees;
2) Make findings in accordance with El Dorado County Board of Supervisors Purchasing Policy, C-17, 3.5 Specific Exemptions & Written Findings of Fact, the work to be performed under Agreement 5496 is exempt from competitive bidding due to the services being training seminars/classes;
3) Authorize the Chair to sign Amendment I to Agreement 5496 with John Riboni, DBA John Riboni's Sport Dog Training, to update the scope of work and add an additional K9 Trainer/Handler Course with no increase to the amount or term; and
4) Authorize the Purchasing Agent to execute future amendments to Agreement 5496 that do not alter total amount or the term, contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
John Riboni has provided K9 training since 2019, adding the additional K9 Trainer/Handler course will significantly benefit the Sheriff's Office and District Attorney’s Office. John Riboni has a pending retirement date requiring the Sheriff’s Office and the District Attormey's Office to find a new means of K9 training. After reviewing options, the most cost-effective option is to have John Riboni train Sheriff's Office and District Attorney’s Office staff on the requirements of being a K9 Trainer.
The K9 Trainer/Handler course is to cover training on tracking, obedience, searching both inside buildings and outside area searches, and apprehension of suspects for a total of $5,000 a course. The training course will be offered as value added service, with no increase to the Agreement amount. This will further enhance the operational effectiveness of the K9 units and will leverage the expertise and resources already available under this current agreement while providing for a future training in a cost effective manner.
The services provided are exempt from competitive bidding based on Procurement Policy C-17, Section 3.5, Specific Exemptions and Findings of Fact and falls under the exemption for training seminars/classes.
