Title

Health and Human Services Agency (HHSA) recommending the Board adopt and authorize the Chair to sign Resolution 189-2023 amending the Authorized Personnel Allocation Resolution to revise the expiration dates of:

1) 1.0 Full-Time Equivalent (FTE) Limited Term Senior Citizens’ Attorney I/II/II allocation; and

2) 0.5 FTE Limited Term Program Assistant allocation.

DISCUSSION / BACKGROUND

On June 20, 2023, the Board approved and adopted Resolution 088-2023, approving Authorized Personnel Allocations for Fiscal Year 2023-24 (File ID: 23-1154). The Personnel Allocation Resolution 088-2023 included the approval of the expiration dates of all County limited term allocations as listed in Exhibit B. In accordance with Section 1105 of the County of El Dorado Personnel Rules, a limited term appointment is an at-will appointment in the unclassified service made to an approved limited term allocation which has a fixed expiration date. If a department wishes to extend a limited term allocation, they will be required to return to the Board for approval of that extension in accordance with Section 1105 of the County of El Dorado Personnel Rules.

 

The Senior Legal Program and the Fall Prevention Program both have limited term allocated positions under the Resolution 088-2023 (1.0 FTE Senior Citizens’ Attorney and a 0.5 FTE Program Assistant) which are funded under the California Department of Aging Older Adult Rescue & Recovery Act (OARR) grant. The term of the OARR grant is July 1, 2022, through September 30, 2024. 

 

HHSA is recommending the Board approve and adopt the attached Resolution, thereby approving extensions of two limited term allocations for HHSA Senior Legal Services from December 31, 2023, through September 30, 2024, to coincide with the end of the OARR grant term.

 

The Limited Term Senior Legal Attorney provides legal assistance including elder abuse, wills, trusts, evictions, etc., to older adults, aged 60 and older, residing in El Dorado County as mandated in the Federal Older Americans Act. The Limited Term Program Assistant coordinates funding required fall prevention services and equipment, allowing older adults to remain safely in their homes.

 

Working directly with the Human Resources Department, HHSA has developed the attached Personnel Allocation Resolution which was approved by County Counsel.

 

ALTERNATIVES

Should the Board decline to approve this recommendation, the Senior Legal Services Program would be reduced from two FTE Attorneys to one FTE which would significantly increase waiting times for appointments. Fall Prevention Services currently provided through the Limited Term Program Assistant would not be provided and the OARR contract for Fall Prevention would not be fully expended.

FINANCIAL IMPACT

There is no Net County Cost associated with the extension of these limited term positions. The limited term positions are currently and will be fully funded with the OARR funding through September 2024.
