1) Approve and authorize the Chair to sign Revenue Work Order Agreement 0187.1480 with Public Health Foundation Enterprises Inc., doing business as Heluna Health, for the provision of services related to the Epidemiology and Laboratory Capacity Coronavirus Aid, Relief, and Economic Securities Act Project, to be effective upon execution, with a retroactive term starting May 1, 2020, through March 31, 2022, for a not-to-exceed amount of $223,058;

2) Authorize the Chief Fiscal Officer of the Health and Human Services Agency, or designee, to execute and administer subsequent administrative documents relating to said agreement, including required fiscal and programmatic reports; and

3) Authorize the Purchasing Agent, or designee, to execute further documents relating to the Revenue Work Order Agreement, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

 

FUNDING:   Revenue not-to-exceed $223,058 - based on activities performed per the Work Order Agreement.

DISCUSSION / BACKGROUND:

In response to the novel coronavirus pandemic, Public Health Foundation Enterprises Inc., doing business as Heluna Health (Heluna), has been granted an award by the Department of Health and Human Services - Centers for Disease Control and Prevention (Grant#:  6N60CH000539-01-08: CFDA# 93.323) under which Heluna and the El Dorado County’s Local Health Department will collaborate on the ELC CARES Project.

 

The intention of the collaboration is to rapidly establish and monitor key activities related to COVID-19 in the areas of epidemiology, laboratory, and informatics.  Monitoring the indicators associated with these activities are intended to assist State and local governments in making data-driven policy decisions regarding testing, mitigation, and prevention efforts.

 

Revenue Work Order Agreement #0187.1480 outlines seven activities and subsequent milestones that the County will implement through March 31, 2022 in support of the ELC CARES Project.  The Work Order Agreement is a cost-reimbursable contract, therefore, the County will submit invoices to Heluna for reimbursement of incurred expenses.

 

Regarding the retroactive nature of this agreement;  On July 24, 2020, the County was notified that the funding had been awarded, and the final version of the Work Order Agreement was received from Heluna on October 19, 2020.  The approved Agreement was placed on the first available Board Agenda which adds an extra three (3) weeks due to the required lead time. Due to the ongoing and rapidly changing nature of the COVID-19 Pandemic, any steps necessary to avoid this situation in the future are difficult to mitigate; however, every effort possible has been made to finalize this Agreement in a timely manner.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, the County would be limited in its ability to implement ELC CARES Project activities, and will need to seek out alternative sources of reimbursement.

FINANCIAL IMPACT:

There is no net County cost associated with this revenue agreement.  Sufficient appropriations are included in the Fiscal Year 2020-21 Adopted Budget and will also be included in future years.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Revenue Work Order Agreements #0187.1480 with Heluna Health.

2) Clerk of the Board to return one (1) fully executed Agreement to HHSA Contracts Unit at 3057 Briw Rd.
