DISCUSSION / BACKGROUND

On January 24, 2023, with Legistar Item 23-0197, the Board approved the renaming of the Public Safety Facility in honor of retired Sheriff John D'Agostini and directed the formation of an ad hoc committee to "draft procedures regarding naming of an El Dorado County building" and return to the Board within six months with a draft policy. The committee and staff reviewed policies from other agencies prior to drafting the policy. The draft policy was routed to Department Heads for review and input, in accordance with Policy A-1: Development & Distribution of Board of Supervisors Policies.

 

The following are some highlights of the policy, which is attached in its entirety as Attachment A:

 

1. The policy applies only to County-owned buildings, and does not include parks, roads, or trails; however, it does apply to individual buildings within County-owned parks.

2. The policy does not apply to any building which already has a name. Such buildings will retain their names unless renamed following the process set forth in the policy.

3. The preference is for buildings to be named after location or function, and after individuals only in rare instances.

4. Any proposal to name a building must be sponsored by two Board members at a regular or special meeting of the Board of Supervisors.

5. Building naming shall be pursuant to a resolution of the Board which is adopted by a 4/5 vote. 

 

ALTERNATIVES

The Board could provide direction for revisions to the draft policy or choose not to adopt a policy.

 

PRIOR BOARD ACTION

01/24/2023, Legistar Item 23-0197: The Board directed formation of ad hoc committee to return with a draft policy within six months.

02/14/2023, Legistar Item 23-0300: The Board appointed Supervisors Hidahl and Turnboo to the ad hoc committee.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

The policy was distributed to all Department Heads for review and input, and County Counsel approved the policy.

 

FINANCIAL IMPACT

There is no fiscal impact associated with the adoption of this policy.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

The Clerk will publish the policy in the Board of Supervisors Policy Manual.
