Body

The Archery Range is located on land owned by El Dorado Hills Community Services District (EDH CSD) and has been in existence for over 55 years. It was built, is maintained and operated entirely with volunteer labor and is open to the public seven-days per week throughout the year. We offer archery classes to the public and partner with other non-profit organizations, such as the CSD and Girl Scouts, to offer both adults and youngsters an opportunity to enjoy this sport. Few communities have this unique recreation opportunity and even fewer at this level of quality and public utilization.

 

The EDH Bowmen have embarked on a project to replace multiple ruinous storage buildings with a new metal building which will house the equipment necessary for facility operations, maintenance and training. The Club has committed $35,000 of its own funds, and received donations totaling $17,000, towards this improvement. In April 2018, El Dorado County provided a permit fee estimate of $15,629. This was viewed as a significant financial obstacle and caused the Bowmen to split the project into two phases to better manage its scope and budget.

 

The Bowmen are now beginning Phase II, preparing plans and filing the permit applications necessary to pour the foundation/slab floor and to erect the 2,000 sq. ft. structure and are requesting the Board of Supervisors Policy B-2, Fee Waiving, which allows the County to waive or reduce certain fees if, "A facility or project proposed by a non-profit corporation or special district will provide a substantial public benefit."

 

A refund for grading permit #303845 in the amount of $614.04 has been denied as the Fee Waiving Policy does not have a provision for refunds.

 

A waiver of Building Permit fees was partially approved by the Chief Administrative Officer (CAO) since the El Dorado Hills Bowmen is a 501(c)7 nonprofit organization providing a substantial public benefit in the form of archery classes and recreation.  The CAO authorized a fee waiver of $1,000 which is the maximum permitted by Policy B-2.
