1) Ratify the attached letter extending the Multi-County partnership Interlocal Agreement for five years resulting in a new expiration date of June 30, 2021;
2) Authorize the Chief Administrative Officer to sign Attachment C to the Interlocal Agreement with the University of California-Cooperative Extension (UCCE) authorizing the Fiscal Year 2016/17 invoice amount of $252,992; and
3) Approve the Fiscal Year 2017/18 contribution to UCCE under the Interlocal Agreement in the amount of $252,992 and authorize the Chief Administrative Officer to sign Attachment C for Fiscal Year 2017/18 when it is received in an amount not to exceed $252,992.

DISCUSSION / BACKGROUND
On June 14, 2011, the Board approved a UCCE Foothill Multi-County Partnership in effect from July 1, 2011 to June 30, 2016. This partnership is comprised of The Regent of the University of California, The County of Amador, the County of Calaveras, the County of El Dorado and the County of Tuolumne. As part of this partnership, the Board appoints two representatives to an Advisory Council (one Supervisor and the CAO). This Advisory Council meets a minimum of two times per year. The Advisory Council is responsible for advising the UCCE Multi-County Partnership Director of their input regarding UCCE programs. The Advisory Council considers issues including but not limited to, new program areas to be expanded into, program areas no longer needed, and so on. The Advisory Council is responsible for the delivery of an annual budget and will review the annual Plan of Work for the coming program year and the Report of Work for the previous program year.
The Cooperative Extension program includes services such as 4-H Youth Development Staff, Master Gardener Staff, Natural Resources Advisors, Specialty Crops Advisor and the Forestry Advisor program.
The Interlocal Agreement allows for the agreement to be re-issued for another five (5) year period with the written approval of all parties. The County received a letter from UCCE in June expressing the intent to extend the term of the Agreement for an additional five (5) years. Amador, Calaveras and Tuolumne have also confirmed their intent to re-issue the agreement for another five (5) year period.
ALTERNATIVES
The Board could terminate their participation in the Foothill Multi-County Partnership by not approving the extension resulting in the University withdrawing the entire Cooperative Extension program from the County.

FINANCIAL IMPACT
Funds are included in the FY 2016-17 budget and in the FY 2017-18 Recommended Budget. Funding is 100% discretionary General Fund.
