Transportation Department recommending the following pertaining to the Asphalt Concrete Overlay of El Dorado Hills Boulevard PW 06-148:
1. Award the construction contract to the lowest responsive, responsible bidder; said bidder to be determined after the bid opening scheduled for June 20, 2007; and
2. Authorize the Chairman to sign the contract with the lowest responsive, responsible bidder, subject to review and approval of the final contract documents by County Counsel and Risk Management.
FUNDING: Federal Urban RSTP grant of $317,900, Prop 42 Congestion Relief funds of $83,000 with the balance, estimated at $94,100, funded with RSTP Exchange funds.

Fiscal Impact/Change to Net County Cost:
The cost associated with the construction phase of this project is estimated at $495,000. this includes an anticipated bid of approximately $415,000, supplemental items at $10,000, construction management, inspection and testing at $30,000, and a contingency reserve of $40,000.
There is no cost to the County General Fund
Reason for Recommendation:
On May 22, 2007, your Board approved the Plans and Specifications and authorized the advertisement for construction bids for the Asphalt Concrete Overlay of El Dorado Hills Boulevard project (PW 06-148). The Department will open bids for this project on June 20, 2007 and at that time will review all bids received and prepare a recommendation to the Board regarding the award.
The work to be performed includes pavement repairs and then the placement of asphalt overlay on El Dorado Hills Boulevard from Serrano Parkway/Lassen Lane intersection to the south toward the Park Avenue/Saratoga intersection. Due to the heavy traffic volumes much of the work will be done at night.
Action to be taken following Board approval:
1. The Department will forward the approved construction contract to the lowest responsive, responsible bidder to be determined after the bid opening scheduled for June 20, 2007;
2. The Department will provide the signed construction contract, together with the required bonds, insurance and County Counsel and Risk Management approvals, to the Clerk of the Board for the Board Chairman's signature on the contract;
3. Upon receipt of the fully executed construction contract, the Department will issue a Notice to Proceed.
