Sheriff’s Office recommending the Board:
1) Make findings that in accordance with Ordinance 3.13.030(b) that the services provided by the Contractor are in the best interest of the public and that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work;
2) Waive formal bid requirements in accordance with Procurement Policy C-17, Section 3.4.4, Exempting the Competitive Bidding process on account of a piggyback contract with the County of Placer being available and meeting all requirements outlined in the policy;
3) Approve and authorize the Chair to sign Amendment III to Agreement 7125 with Stommel, Inc., doing business as Lehr Auto Electric, for parts and labor associated with tear down and build up services for vehicles, increasing by $400,000 to $1,400,000 with no change to the term; and
4) Authorize the Purchasing Agent to sign future amendments to Agreement 7125 that do not alter the total amount or term, contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
In 2019, the Sheriff’s Office explored various options in terms of vehicle services for various types of vehicles after the contract with Lehr Auto Electric expired in October 2019. In the past, bids had been performed and Lehr was consistently awarded the contract with the County.
Prior to the expiration of the 2019 contract, it was determined that Placer County also held a contract with Lehr Auto Electric and had gone through the necessary procurement steps to ensure this agreement was economically feasible. County’s Procurement Policy C-17, Section 3.4.4 provides an exemption from bidding when a contract is available through another public agency as a result of a competitive bid done by that agency. With the assistance of Procurements and Contracts, the Sheriff’s Office determined that the contract between Lehr Auto Electric and Placer County was a suitable piggyback option.
On January 24, 2023, with Legistar file 23-0104, the Board approved and signed Agreement 7125 with Stommel, Inc., doing business as Lehr Auto Electric, utilizing a piggyback contract that existed between Placer County and Lehr Auto Electric.
On October 8, 2024, with Legistar file 24-1474, the Board approved and signed Amendment I adding updated exhibits C, D & E to include the Whelen Automotive List Price and Setina and Havis Price lists, relating to MSRP pricing for parts which is updated yearly.
On May 21, 2025, Amendment II was signed by the Purchasing Agent adding amended exhibits C, D, E, and new F and G, relating to MSRP pricing for parts which is updated yearly.
Agreement 7125 is for parts and labor associated with tear down and build up services for vehicles.
The increase to the agreement is needed as the cost of parts increase each time a manufacturer has a price increase, the County’s discount is based off MSRP which has increased considerably over the life of the contract. In order to compensate Lehr appropriately and continue with vehicle builds additional funds need to be added to the agreement.

FINANCIAL IMPACT
There is no increase to Net County Cost as the expenses associated with the contract are included in the Sheriff's FY 2025-26 budget and will be requested in future year's budgets.
