REASON FOR RECOMMENDATION:  At the request of the Environmental Management Department, the Procurement and Contracts Division requested competitive proposals for household hazardous waste transport and disposal services.

 

Twenty (20) notices of solicitation were mailed.  Four (4) qualified responses were received from:

 

Green Works Environmental Services of Templeton, California

Filter Recycling, Services, Inc. of Rialto, California

Phillips Services Company of Benicia, California

CleanHarbors Environmental Services of San Jose, California

 

No local firms provide this service.

 

In accordance with Board of Supervisors Policy C-17, Section 7.10, outside review of proposal responses was coordinated with staff from the City of Folsom (Rod Miller, Recycling Technician) and internal staff within the Environmental Management Department.  Responses were evaluated on the basis of proposal content and presentation, compliance with administrative requirements, experience, qualifications, work plan, and Total Cost.  Phillips Services Company was selected as the proposer whose proposal best meets the needs of the department and with the lowest overall cost.

 

The Board is being asked to make findings that it is more economical and feasible to obtain an outside contractor or provide the equipment and services necessary to provide household hazardous waste transport and disposal services rather than procure the needed equipment, hire additional staff, and obtain the certification and licensing required to transport and dispose of hazardous material.

 

FISCAL IMPACT/CHANGE TO NET COUNTY COST:  Procurement and Contracts has been advised that funding is available within the Environmental Management Department. (Non-General Fund/CSA #10/Household Hazardous Waste Parcel Assessments.

 

ACTION TO BE TAKEN FOLLOWING APPROVAL:  Following Board approval, the Procurement and Contracts Division will process an agreement for services with Phillips Services Company of Benicia, California for a three year term in the amount of $240,000.00.
