Department of Human Services recommending the Board adopt a Resolution authorizing the Chair's signature on Amendment 2 to Agreement AP-1011-29 with the California Department of Aging, increasing the maximum grant amount by $72,272 from $931,745 to $1,004,017, for the provision of senior services during FY 2010-11. The Resolution further authorizes the Director of the El Dorado County Area Agency on Aging, or successor, to execute documents relating to Agreement AP-1011-29, including amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not affect the dollar amount or the term, and to continue to sign subsequent required fiscal and programmatic reports, and to perform any and all administrative and other responsibilities in relationship to said Agreement.

Amendment 2 to Agreement AP-1011-29 reflects an increase of $72,272 in federal funding payable by the State to the County of El Dorado under this Agreement through new one-time-only revenues allocated to specific Title III and Title VII Aging programs. Funding for this Amendment is included in the FY 2010-11 County Budget.
Background:
On May 25, 2010 the Board of Supervisors adopted Resolution 064-2010 authorizing the execution of Agreement AP-1011-29 in the amount of $924,238 in federal and state funding for provision of Older Americans Act senior services during FY 2010-11. On January 4, 2011 the Board of Supervisors adopted Resolution 011-2011 authorizing the execution of Amendment 1 to Agreement AP-1011-29, which increased the amount payable under said Agreement by $7,507 from $924,238 to $931,745 through baseline adjustments and one-time-only funds for the Ombudsman program.
Reason for Recommendation:
Amendment 2 to Agreement AP-1011-29 increases the 2010-11 grant amount by $72,272, allocated by program through increased one-time-only (OTO) federal funding that reflects El Dorado County's share of unexpended federal funds carried over from FY 2009-10, unallocated grant reconciliation federal funds, supplemental federal grant funds and recovered funds from audit determinations.
This funding will be used for personnel costs in baseline services, an authorized use of OTO funding; purchase of a new dishwasher and filtration system to replace the old malfunctioning unit for the Placerville Senior Nutrition kitchen; purchase of a replacement convection steamer for the South Lake Tahoe Senior Nutrition mealsite; purchase of minor storage/shelving units for the Senior Nutrition, Senior Legal and Ombudsman programs; purchase of exercise and incentive items for the Senior Health Education Program; purchase of minor equipment for Senior Activities and the purchase of educational materials and supplies and to provide respite services for the Family Caregiver Support Program.
Action to be taken following Board approval:
1) Board Clerk to provide Human Services at Briw Road, with four (4) copies of Amendment 2 to Agreement AP-1011-29 and two (2) resolutions signed by the Chair.
2) Human Services to distribute as appropriate and return one fully executed Agreement to the Board.
