Fair Manager recommending the Board authorize the Chair to sign the 2012 El Dorado County Fair Budget in the amount of $1,089,611 as previously approved by the El Dorado County Fair Board of Directors at their December 5, 2011 meeting and also by the California Department of Food and Agriculture (CDFA), Division of Fairs and Expositions.
FUNDING: No county funds are included in the Fair Association budget.

Background
At the March 29, 2005 meeting the Board of Supervisors entered into an agreement with the El Dorado County Fair Association, Inc., a general non-profit corporation for continued management of the County Fair for a term of five years with automatic annual renewals.
Reason for Recommendation
The Fair budget is being submitted very late this year. Until now, since the State used to give the Fair money the Fair was required to submit the budget to the State in October. The BOS had allowed the Fair to submit to CDFA first since they had a deadline that had to be met. This year, CDFA no longer "requires" their approval. Since our contract says that they must approve it, the budget was still sent to CDFA for their approval. CDFA did not return the budget until May 1.
Section 16 of the agreement requires the Fair Association to present their budget to the Board of Supervisors for approval, showing estimated revenues and the proposed expenditures from all sources during the ensuing calendar year, and that no funds shall be expended by such the Association except pursuant to the budget. The 2012 El Dorado County Fair Budget has already been submitted to, and approved by the California Department of Food & Agriculture.
The 2013 budget will be submitted to the Board of Supervisors prior to any additional required approvals per Section 16 of the Agreement between the County of El Dorado and the El Dorado County Fair Association and in accordance with Government Code section 25906.
