DISCUSSION / BACKGROUND
On September 19, 2017, with Legistar file 16-0416, the Board approved acceptance of funding for the Placerville Jail Expansion Project. The project proposal included an estimated staffing analysis for the new facility, identifying the need for 4 Housing Control Officers, 3 Medical/Health Services Officers, and 1 Sergeant to comply with grant requirements. The grant stipulates that the facility must be fully staffed within 90 days of completion.
To meet these requirements and maintain operational stability, the Sheriff’s Office submitted classification requests to Human Resources for 5.0 FTE Sheriff’s Correctional Officer I/II positions and 1.0 FTE Sheriff’s Correctional Sergeant position. These positions are necessary to ensure compliance with Title 15 standards for safety, security, and service delivery. Human Resources and the Sheriff's Office will return to the Board at a later date for the addition of the remaining positions required for staffing the expansion when the project is closer to completion.
Approval of these allocations in January 2026 is critical to allow sufficient time for recruitment and training prior to the anticipated completion of the jail expansion in late summer 2026. Human Resources, in collaboration with the Sheriff’s Office, developed the attached Personnel Resolution, which has been reviewed and approved by County Counsel.
ALTERNATIVES
The Board could decline to adopt the Personnel Allocation Resolution. This would prevent the addition of the requested positions and require the Sheriff’s Office to identify alternative staffing solutions, which could result in non-compliance with the terms of the accepted grant, and the possibility of the state taking ownership of the new facility.

FINANCIAL IMPACT
The approximate annual cost for the addition of these positions is $955,088 with the cost for the remainder of FY 2025-26 totaling approximately $444,835. Although the cost for the remainder of FY 2025-26 is estimated at $444,835, the actual costs will most likely be lower due to the length of the hiring process for these hard to fill positions. Any actual costs can likely be covered by departmental salary savings but will be monitored to determine if a budget transfer is required. During the FY 2025-26 budget process, the Chief Administrative Office set up a General Fund Designation to help smooth the increased costs associated with the addition of these positions.
