FUNDING:   25% Medi-Cal Quality Assurance, 25% Behavioral Health Realignment, 25% Mental Health Services Act (MHSA) Quality Assurance, and 25% MHSA funding.

DISCUSSION / BACKGROUND:

On February 25, 2020, the Board of Supervisors approved Agreement #4603 with Nancy Callahan, doing business as I.D.E.A. Consulting, to provide assessment, analysis and recommendations regarding the Behavioral Health Adult System of Care, for the term of twelve months upon execution, with a maximum obligation of $100,000.

 

At that time, the Health and Human Services Agency (HHSA) undertook a review of available consultants to provide a review, assessment, and recommendations regarding current Behavioral Health services.  It was determined that this consultant, Nancy Callahan dba I.D.E.A. Consulting, offered the background, experience, and expertise in the area of working with counties on Behavioral Health organizational and systematic concerns and issues, having contracted with multiple counties for Behavioral Health assistance, including but not limited to Alpine, Butte, Colusa, Del Norte, Fresno, Glenn, Nevada, Placer and Sacramento counties.

 

As a result of services provided under Agreement #4603, the Behavioral Health Division in collaboration with I.D.E.A. Consulting provided an update to the Board of Supervisors on March 9, 2021, with Legistar item 21-0298, regarding the assessment, analysis and recommendations identified by I.D.E.A. Consulting.   

 

This Agreement #5484 is a result of Agreement #4603, and shall include but is not limited to:  (1) to develop and expand the existing system to meet all state and federal requirements, including the development of a data dashboard and other data models to demonstrate access, quality, cost effectiveness and outcomes; (2) to develop practice guidelines for the mental health and substance use disorder programs; and design, collect and analyze data to measure outcomes and performance for Behavioral Health programs; (3) to provide consultation and mentoring to the Behavioral Health staff for their Quality Improvement and Compliance program; and support Behavioral Health staff in preparing for the annual External Quality Review of mental health and substance use disorder programs.

 

ALTERNATIVES:

The Board could decline to approve Agreement #5484, in which case the Behavioral Health Division would not have the technical assistance, guidance or assistance with implementation of those recommendations made by I.D.E.A. Consulting.

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

This Agreement for Services will result in a decrease in available Behavioral Health Realignment and MHSA funding by $150,000. Sufficient appropriations are included in the Fiscal Year 2020-21 Budget and will be included in the Fiscal Year 2021-22 Budget.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Agreements #5484.

2) Clerk of the Board to return one (1) fully executed Agreement to the Health and Human Services Agency Contracts Unit at 3057 Briw Road, Suite B, Placerville, CA 95667.
