DISCUSSION / BACKGROUND

The White Rock Road Widening Project (Project) will expand White Rock Road from two lanes to four lanes, extending from Post Street to just south of Silva Valley Parkway. The improvements will include curb and gutter, sidewalk and Class II bike lanes along a portion of the roadway. The project is designed to enhance safety and increase traffic capacity.

 

The proposed Agreement for Services #9847 (Agreement) with Helix Environmental Planning, Inc. (Helix) is necessary to provide environmental support services for the Project, including but not limited to compliance with the California Environmental Quality Act and support for the National Environment Policy Act.  The RFP process was conducted in accordance with County Procurement Policy C-17 and Chapter 10 of the Caltrans Local Assistance Procedures Manual.

 

Transportation recommends the Board make findings in accordance with Section 3.13.030 (b) of the County Ordinance Code that the work under the proposed Agreement requires specialty skills and qualifications not expressly identified in County job classifications.  Additionally, the need for these specialized services is temporary or occasional and therefore does not justify the addition of permanent staff. The El Dorado County Employees Association, Local 1, has been informed of this proposed Agreement.

 

ALTERNATIVES

The Board could choose not to approve the Agreement, subsequently delaying the project.  Transportation would make changes as requested and return to the Board for approval.

FINANCIAL IMPACT

There is no change to net County cost resulting from the approval of the proposed Agreement.  Funding for the Project is included in Transportation’s 2025 CIP, which was approved by the Board on July 15, 2025 (Legistar File 25-0504).

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on one (1) original of the Agreement.

2) The Clerk of the Board will forward one (1) fully-executed original of the Agreement to the Chief Administrative Office, Procurement and Contracts Division, for further processing.
