Agriculture Department recommending the Board approve and authorize the Chief Administrative Office to sign the Annual First Amendment to the Interlocal Agreement (Attachment C) to extend the term of the agreement for an additional five years with the Regents of the University of California Cooperative Extension, for the contribution (Agreement 2941) of $275,535 per year for a total amount of $1,377,675, plus in-kind contributions including 3,445 square feet of office space, utilities, building maintenance, and janitorial services, and phone line access, for a five-year term from July 1, 2021 through June 30, 2026.

DISCUSSION / BACKGROUND
The Foothill Multi-County Partnership provides for partial funding of the University of California Cooperative Extension program to foothill Counties, which brings researchers and educators into rural areas to help bring the results of agricultural research to the end users to address local agricultural, environmental and health issues. This partnership comprises The Regent of the University of California, The County of Amador, the County of Calaveras, the County of El Dorado and the County of Tuolumne, and is established by the interlocal agreement. Programs are determined by representatives from each of the partner organizations through the Advisory Council and include services such as 4-H Youth Development Staff, Master Gardener Staff, Natural Resources Advisors, Specialty Crops Advisor and the Forestry Advisor program.
On June 14, 2011, the Board approved a UCCE Foothill Multi-County Partnership in effect from July 1, 2011 to June 30, 2016. On June 6, 2017 the Board approved a first five-year extension. On September 19, 2017 the Board approved the annual contribution amount provided to the UCCE for FY 2016-17 and FY 2017-18. The Board also authorized the Chief Administrative Officer to delegate administrative, contract administration and day-to-day oversight responsibilities associated with the University of California Cooperative Extension Multi-County Partnership to the Agricultural Commissioner/Sealer of Weights & Measures on that day. The annual contribution is included in the County budget for each fiscal year, through FY 2020-21. The current agreement expires on June 30, 2021.
The Advisory Council, including El Dorado County Agricultural Commissioner Charlene Carveth and District IV Supervisor Lori Parlin, met on April 23, 2021. The Council agreed that an amendment would serve the needs of the agreement as the language would not change, only adding the five additional years to the agreement. The County received an amendment letter from UCCE in May 2021 expressing the intent to extend the term of the Agreement for an additional five (5) years. The Agriculture Department is requesting the Board approve the annual contribution amount and approve and authorize the Department to execute the First Amendment to the UCCE Interlocal agreement to allow for payments in the amount of $275,535 per year to UCCE Central Sierra for FY 2021-22 through FY 2025-26. The total amount for the five-year agreement period is $1,377,675. Amador, Calaveras and Tuolumne have also confirmed their intent to re-issue the agreement for another five (5) year period.
ALTERNATIVES
The Board could choose not to authorize the extension to this First Amendment and the Attachment C.

FINANCIAL IMPACT
Approval of this item would result in a General Fund contribution of $275,535 each fiscal year for a total of 5 years to UCCE. This amount is included in the Agriculture Department's FY 2021-22 budget and will be included in the budget request for each of the following years.
