Fiscal Impact/Change to Net County Cost:
Funding for this position exists within the budget of the State approved 3-Year Plan for Community Supports and Service, and additional funding for planning and administration will be available as future MHSA components roll out. The total estimated cost for FY 2006-07 is only for six months and will be covered with salary savings within the department. There is no impact to Net County Cost.
Background:
In November 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA), to expand funding for a comprehensive, community-based mental health system for seriously mentally ill individuals. The department, in conjunction with the Chief Administrative Office has determined that the new programs being implemented under the MHSA require the oversight of a Manager of Mental Health Programs.
Reason for Recommendation:
This new position is needed to provide ongoing project management of the Department's MHSA/Prop 63 programs. In addition to overseeing the five new MHSA programs approved by the Board and State earlier this year, the Mental Health Department will soon begin the planning process for the next MHSA component focusing on Prevention and Early Intervention. Additional components will follow as will the need to provide annual updates for each of these components.
Action to be taken following Board approval:
Chairman to sign Board resolution authorizing Human Resources to amend the personnel allocation for Mental Health.
