El Dorado County Air Quality Management District (AQMD) and El Dorado County Library Services recommending the Board:
1) Acting as the Board of Directors of the El Dorado County Air Quality Management District, authorize the District's Air Pollution Control Officer to execute an amendment to a funding agreement 8352 transferring AB2766 funding to Library Services for the purchase of an electric Bookmobile which reduces the grant amount by $100,000 for a new agreement amount of $115,366;
2) Acting as the Board of Directors of the El Dorado County Air Quality Management District, authorize AQMD to allocate the $100,000 removed from the grant to possible overages in infrastructure costs for the supporting fast chargers for use by the Bookmobile in Placerville and South Lake Tahoe; and
3) Approve and authorize the Chair to execute the amendment to the MOU on behalf of Library Services.

DISCUSSION / BACKGROUND
El Dorado County is in nonattainment status for the federal ozone standard. Motor vehicle emissions are the primary contributor to ozone. In 1990, AB 2766 authorized air districts in nonattainment areas to assess vehicle registration fees to reduce motor vehicle emissions and implement the California Clean Air Act. On December 11, 1990, the Board adopted Resolution #90-488 that set the fee at $2.00 per vehicle. On June 14, 2001, the Board adopted Resolution #01-21 that increased the fee from $2.00 to $4.00.
On November 11, 2023, AQMD released a Request for Proposals (RFP) for projects to be implemented during calendar years 2024 and 2025. Six proposals were submitted. The proposals were evaluated for eligibility, cost effectiveness and preferred project type in accordance with the ranking criteria established by the Board of Directors. On December 12, 2023 the Board of Directors of the AQMD approved the AB2766 award, which included a grant in the amount of $215,366 to Library Services for the funding of a custom electric Bookmobile and authorized the Air Pollution Control Officer (APCO) of AQMD to execute the funding agreement for this grant. A supporting infrastructure project which allocated $100,000 to install fast chargers for use by the Bookmobile and necessary infrastructure upgrades to support the chargers was also approved by the Board of Directors on this same agenda item.
On April 9, 2024 the El Dorado County Board of Supervisors approved Library Services' acceptance of the $215,366 grant from AQMD and authorized the Chair of the Board to execute the funding agreement #8352 between AQMD and the El Dorado County Library Services.
After the award and acceptance of the AB2766 grant funding, Library Services was awarded a $100,000 Sacramento Emergency Clean Air Transportation (SECAT) grant by the Sacramento Metropolitan Air Quality Management District on behalf of the Sacramento Federal Nonattainment Area, of which El Dorado County is a part. This grant improves regional air quality via reduction of greenhouse gases in order to meet regional, state, and federal targets. Because of this new funding, $100,000 of AB2766 funding is not needed for the Bookmobile project, this funding agreement amendment reduces the grant award from AQMD from $215,366 to $115,366. AQMD recommends to hold aside the $100,000 removed from this project to cover any overages in the infrastructure costs for fast chargers (Level 3 or high amperage Level 2) for use solely by the Bookmobile at the Placerville and South Lake Tahoe Library branches. If not needed for these projects, the funding would revert to the unassigned AB2766 fund balance for use in future RFP grant awards.
ALTERNATIVES
The Board could chose not to approve the amendment and the $100,000 in AB2766 funding would remain unexpended but not be available for use for the Bookmobile's supporting infrastructure (fast chargers).

1) Obtain the Chair of the Board of Supervisor's signature on two (2) originals of the amendment, and forward these originals to AQMD for execution by the Air Pollution Control Officer; and
2) Forward a copy of the Board Minute Action to AQMD.
