DISCUSSION/BACKGROUND

Public Contract Code section 10334(c) states:

Any peace officer as defined in Chapter 4.5 (commencing with Section 830) of Title 3 of Part 2 of the Penal Code, employed by the State of California who is authorized to carry firearms may purchase his or her state-issued service firearm if the person's department head directs the department to change its state-issued service weapon system. The cost of the service firearm shall be the fair market value as listed in the annual Blue Book of Gun Values or replacement cost, whichever is less, of the firearm issued as determined by the department head, plus a charge for the cost of handling. The requesting officer shall request to purchase his or her firearm in writing to the department within 10 calendar days of receiving the new state-issued weapon.

 

REASON FOR RECOMMENDATION

The Sheriff's Office is requesting the surplus of several Glock firearms pursuant to Property Transfer Request 24-8772. This request includes both Glock 22 LKE (Generation 3) pistols and Glock 19X pistols currently assigned to Special Weapons and Tactics (SWAT) personnel. The Glock 22 LKE pistols were manufactured in 2008 and have been removed from weapon circulation due to age and platform limitations. The Glock 22 LKE is not designed to accept a pistol-mounted red-dot optic without aftermarket slide milling, which is not cost-effective given the age of the firearms. Similarly, the Glock 19X is not designed to accept a pistol-mounted red-dot optic in its factory configuration, limiting its ability to support current and emerging law enforcement standards. While Glock 19X previously replaced the Glock 22 LKE within SWAT, neither platform meets El Dorado County Sheriff's Office (EDSO) policy guidelines for patrol use due to their tan frame color. The inability of both platforms to support pistol mounted optics reduces operational effectiveness, as optics provide faster target acquisition, improved accuracy, and enhanced performance under stress. Reverting to either platform is not a viable long-term solution due to these limitations. As a result, EDSO is transitioning SWAT members to Glock 47. The Glock 47 is  manufactured with an optic-ready slide and is currently equipped with red dot optics and suppressor-height iron sights to provide immediate backup in the event of optic failure. The Glock 47 meets EDSO policy requirements for patrol use, allowing SWAT members to turn in their standard-issue patrol firearm and be issued a single firearm suitable for all operational roles. This transition also increases the number of firearms available for patrol issuance, reducing the need to purchase additional weapons., The Sheriff's Office would like to offer the surplus duty weapons for sale to the sworn officers selected by the EDSO SWAT command chain for $300.00 each plus tax.

 

Upon approval of the recommendation, the Procurement & Contracts Division will process the necessary surplus property paperwork, and the Sheriff's Office shall process payment and transfer paperwork.

 

See attached list for serial numbers of all surplus duty weapons to be sold.
