Parks, a division of the Chief Administrative Office, and Department of Transportation recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 148-2026, which authorizes the Director of Transportation to apply for and accept federal funding from the 2026 System Performance Program provided by the Sacramento Area Council of Governments for the El Dorado Trail Weber Creek Trestle Bridge Project in the amount of approximately $5,311,800 and a County Match of $688,200; and
2) Authorize the Director of Transportation to approve and execute any grant documents, including but not limited to applications, agreements, amendments, payment requests, etc., which may be necessary for the completion of the grant project if awarded.
FUNDING: System Performance Program grant funds (88.53%) and Capital Designation match funds (11.47%).

DISCUSSION / BACKGROUND
The Department of Transportation (DOT) and El Dorado County Transportation Commission (EDCTC) are preparing a grant application to request federal funding from the 2026 System Performance Program (SPP) provided by the Sacramento Area Council of Governments (SACOG) to support the proposed El Dorado Trail Weber Creek Trestle Bridge Restoration and Retrofit Project.
The SPP supports projects that improve how the transportation system functions day-to-day, including roadway and safety improvements, transit upgrades, EV charging, new bike and pedestrian connections, mobility hubs, and smart-transportation upgrades that help manage traffic and improve reliability. The SPP is provided through federal funding sources, specifically the Surface Transportation Block Grant Program (STBGP).
Part of the SPP application process is to submit an adopted resolution from the sponsoring agency authorizing participation in SACOG’s 2026 SPP, which is due with the final application by 4:00pm on September 18, 2026.
The resolution confirms DOT’s intent to submit applications, identifies authorized staff, requires projects to be listed in the 2025 Blueprint, limits to no more than three applications per agency, requires obligations of funds for construction activities no later than end of federal fiscal year 2028-29, requires matching dollars of 11.47% of the total project costs, and commits DOT to meeting all funding, match, and project delivery requirements if an award is made.
Approval of this resolution will allow DOT to submit an application for funding for the following project:
El Dorado Trail (EDT) Weber Creek Trestle Bridge Restoration and Retrofit Project
The EDT Weber Creek Trestle Bridge needs rehabilitation and repair to maintain the daily use by 500+ bicycles and pedestrians. The deck timbers that were installed when the bridge was originally designed for bicycle and pedestrian use continue to crack and warp, causing unsafe conditions. Ongoing maintenance efforts since the bridge’s initial retrofit completed in 2009, in conjunction with the Class I path east and west of the bridge, have resulted in the replacement of all the deck timbers; despite replacement, they continue to warp and crack. Additionally, the wood railing attachments to the steel structure are aging and will need maintenance in the coming years. The wood deck and railing must be retrofitted with a sustainable, fire-resilient material to preserve the alignment of this important active transportation corridor.
ALTERNATIVES
If the Board chooses not to adopt the resolution DOT will not be able to apply for grant funding for the El Dorado Trail Weber Creek Trestle Bridge Project.

FINANCIAL IMPACT
There is no financial impact with this agenda item. If the County is awarded this grant a one-time allocation of capital designation funds in the amount of $688,200 will be required to meet the 11.47% match requirement for STBGP.
