Fiscal Impact/Change to Net County Cost:
 
The cost associated for the construction phase of this project is estimated at $2,780,000.00, which includes an estimated bid of $1,950,000.00, supplemental items at $214,000.00, County furnished materials at $21,000.00, construction management and materials testing at $400,000.00, and a contingency of $195,000.00.  Funding for this project is through the West Slope Traffic Impact Mitigation (TIM) Fees $2,620,000.00 and Regional Surface Transportation Program (RSTP) $160,000.00.  There is no cost to the County General Fund.
 
Reason for Recommendation:
 
The project is an operational and safety project to construct a center two-way left turn lane on Mother Lode Drive in Shingle Springs, and is included in the Department's Proposed Five-Year Capital Improvement Program which was presented to the Board of Supervisors in January 2006. This section of Mother Lode Drive, from South Shingle to North Star Road, carries a high volume of commuter and local business traffic with heavy turning movements, resulting in a higher than average traffic accident rate.
 
A Negative Declaration for the Mother Lode Drive Two-Way Left Turn Widening Project was previously certified by the Board on April 4, 2006, and is on file with the Clerk of the Board.  After certification of the Negative Declaration, the traffic signal at Mother Lode Drive and French Creek Road was added to the project.  The inclusion of a traffic signal, street lights, crosswalks, pedestrian-actuated crossing signals and curb ramps at the intersection, as necessary, does not add any additional impacts.  An addendum to the Negative Declaration was prepared in accordance with CEQA to add the traffic signal to the previously approved project. Approval/certification of the Addendum by the Board is requested.
 
The proposed improvements did not require any acquisitions of Right of Way (R/W) or temporary construction easements.
 
Maintaining traffic and business access during construction of this project requires staging of construction.  Due to the narrow width of Sunset Lane, the project requires the temporary closure of Sunset Lane for up to five days.  A detour to South Shingle will be provided.  Additional measures including weekend, night work, flagging operations and a reduced speed limit will be required for work on Mother Lode Drive and French Creek Road. Adjacent property owners will be notified of the impacts prior to construction.
 
Action to be taken following Board approval:
 
1. A Notice of Determination will be filed with the State Clearinghouse for the Addendum to the Negative Declaration;
 
2.Upon approval of the Contract Documents by County Counsel, the Board Chairman will sign the construction plans for the Mother Lode Drive Two-Way Left Turn Lane project.
 
3. The Department will advertise for construction bids and return to the Board for consideration to award the construction contract.
 
4. Subsequent to approval of this agenda item, and successful award of the contract, the Department anticipates construction beginning in late July.
