Title

Department of Transportation recommending the Board adopt and authorize the Chair to sign Resolution 090-2021 establishing parking restrictions on Beatty Drive in El Dorado Hills and Pleasant Valley Road in Diamond Springs.

DISCUSSION / BACKGROUND

 

Beatty Drive:

Department of Transportation, Maintenance and Operations Division (Transportation) initiated the study due to a request from a resident, who was representing the Promontory Home Owners Association, at the January 6, 2021, Traffic Advisory Committee (TAC) Meeting. The resident expressed concerns regarding loitering and unlawful activities in and around what is commonly referred to as "Heaven" which has increased since COVID-19 began in early 2020.

 

Transportation has been conducting site visits since 2014 to observe and document parking conditions. In May 2015, Transportation placed approximately 600 feet of red curb on Beatty Drive, per the Sheriff's Office request. In 2017, TAC heard a request from MJM Properties to place additional "No Parking" from the "existing red curb" limits westerly to Alexandra Way. TAC temporarily denied the request in favor of the Engineering and Traffic Survey and for MJM Properties to add night security guards and place No Trespassing signs on the "Heaven Property." California Highway Patrol mentioned at the 2017 TAC meeting to contact them if vehicles were blocking the road or loitering in the streets.

 

California Vehicle Code (CVC), Division 11 "Rules of the Road," specifically Chapter 9 "Stopping, Standing and Parking," Section 22500 through 22526, allows local authorities to establish Stopping, Standing or Parking Restrictions on County Roadways.

 

Based on the study, the following recommendation was approved by the West Slope Traffic Advisory Committee at a meeting held on May 19, 2021:

 

ADD:

“(eh) “NO PARKING" on Beatty Drive (No. 586) beginning at a point 215 feet north of Powers Drive to a point 250 feet south of Powers Drive on both the east and west sides of the roadway."

 

Pleasant Valley Road:

Transportation initiated the study due to a request from residents, who were requesting a "No Parking" zone from Carlson Way to Canyon Valley Road. The parking concern on Pleasant Valley Road was originally brought to TAC on September 23, 2020 as a discussion item which resulted in placing red curb "No Parking" zones adjacent to Kings Meats driveway in the center "pork chop" and east to Mulberry Lane on October 30, 2020.  Transportation placed the suggested red curb per Resolution 073-2007, "(eg) "No Parking" signs as deemed necessary for public safety by the Department of Transportation at commercial driveways entering onto any County maintained roadway."

 

Transportation completed multiple site reviews of the parking conditions along Pleasant Valley Road. Staff observed minimal (2 vehicles) to no traffic parked along the roadway at each site review. Although the vehicles observed were minimal, they did block sight distance and impede the flow of traffic between Canyon Valley Road and Carlson Way. Pedestrians were also observed waiting approximately thirty (30) to forty-five (45) seconds to cross Pleasant Valley Road to access Kings Meats from their parked vehicles.

 

Findings and conclusions from site reviews found any vehicles parking on the southerly portion of Pleasant Valley Road do block corner sight distance for Carlson Way, Canyon Valley Road and driveways. The site reviews also found pedestrian patrons could be placing themselves at risk of crossing Pleasant Valley Road to access Kings Meats. Pleasant Valley Road has experienced seven (7) accidents in a three (3) year period and the average daily traffic at this location is 17,101.

 

Based on the findings, the following recommendation was approved by the West Slope Traffic Advisory Committee at a meeting held on May 19, 2021:

 

ADD:

“(ei) “NO PARKING” zone on Pleasant Valley Road (No. 77) beginning from Pearl Place (No. 2111) and continuing east for 480 feet on the north side of Pleasant Valley Road, thence beginning from Carlson Way and continuing east for 320 feet on the south side of Pleasant Valley Road."

 

ALTERNATIVES

The Board may choose to not agree with the West Slope Traffic Advisory Committees decision and not establish parking restrictions on Beatty Drive and/or Pleasant Valley Road.

FINANCIAL IMPACT

Installation of necessary signage at both locations is estimated at $4,400. Funding to complete the work is included in the Fiscal Year 2021-22 recommended budget.

1) The Clerk will obtain the Chair's signature on one (1) original of the Resolution.

2) The Clerk will forward one (1) copy of the Resolution to Transportation, attention Ashley Johnson.
