DISCUSSION / BACKGROUND

On April 2, 2024 (Legistar file 24-0493), the Board approved and authorized the Chair to sign Resolution 049-2024, authorizing submittal of a HOME Investment Partnerships Program (HOME) application to the State of California Department of Housing and Community Development (HCD) to provide up to $1,500,000 as funding for the El Dorado County First-Time Homebuyer (FTHB) Program and Owner-Occupied Rehabilitation (OOR) Program.

 

On November 14, 2024, the Planning and Building Department, Affordable Housing Unit, (Department) was notified that they were awarded $500,000 of the requested $1,500,000 in HOME grant funds for use with the County’s FTHB Program. The Board formally accepted the grant award on April 8, 2025 (Legistar file 25-0029).

 

On February 18, 2026, the Department received notification from HCD that revisions to the County’s Resolution 049-2024 are required in order to proceed with issuance of the HOME award Standard Agreement. For full text edits please see Attachment C.

 

To facilitate issuance of the Standard Agreement, the Department has drafted Resolution 058-2026, which incorporates the requested revisions to satisfy the requirements of HCD.

 

Although the Department has been awarded the $500,000 in grant funds, the Department cannot draw down any funds until the Standard Agreement is fully executed. In order for the Standard Agreement to be issued, the Resolution must be revised as requested by HCD.  Although the requested revisions remove references to County Counsel and Risk from the Resolution language itself, the Department will continue to follow standard County procedures, including routing all agreements through County Counsel and Risk Management for review and internal approval.

 

ALTERNATIVES

The Board may choose not to approve and adopt Resolution 058-2026. If the Resolution is not adopted, the Department would be required to forfeit the $500,000 HOME grant award, and these funds would not be available for the County’s FTHB Program.

FINANCIAL IMPACT

The $500,000 grant will be a pass-through from the County to the applicants. Up to seven (7) percent of the grant total may be allocated for General Administration, which will cover County staff time dedicated to managing the grant. There is no General Fund match requirement, and repayment of FTHB loans will become County Program Income, available for future, eligible activities.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will secure the Chair's signature on the original copy of the Resolution; and

2) The Clerk of the Board will provide two (2) certified Resolution copies to the Planning and Building Department, attention Jennifer Morris, Sr. Administrative Analyst.
