DISCUSSION / BACKGROUND

On September 19, 2017 (Legistar file 16-0416), the Board accepted the conditional award authorized under the Senate Bill 844 Adult Local Criminal Justice Facilities Construction Financing Program for the Placerville Jail Expansion Project.

 

On October 16, 2018 (Legistar file 18-1632), the Board approved the use of the design-build construction project delivery method for the Jail Expansion Project.

 

On August 22, 2023, as a result of Request for Qualifications (RFQ) 23-918-072, Capital Engineering Consultants, Inc. was identified as a firm qualified for Mechanical, Electrical, and Plumbing (MEP) Engineering Services. The Facilities Division was seeking a contract with Capital Engineering for commissioning procedures to check, inspect, and test operational components of the Jail Expansion Project. Commissioning services will cover mechanical heating, ventilation, and air conditioning (HVAC) systems; electrical systems such as lighting, elevators, and door controls; plumbing systems; building automation systems; indoor air quality; and communications systems such as closed-circuit television and intercom systems.

 

On May 21, 2024 (Legistar file 24-0471), the Board approved Agreement for Services 8590 with Capital Engineering Consultants for a total compensation amount not to exceed $140,162 and a two-year term to provide Mechanical and Electrical Engineering Services regarding Senate Bill 844 Adult Local Criminal Justice Facility Financing Placerville Jail Expansion Project.

 

The Division recommends approval of Amendment I to Agreement for Services 8590 for ongoing mechanical and electrical engineering services related to the Placerville Jail Expansion Project. The amendment extends the agreement term expiration date from August 19, 2026, to May 19, 2027, and increases the not-to-exceed amount by $10,000, for a revised total of $150,162. This amendment is necessary to accommodate the project’s extended construction schedule and the additional coordination required to meet State of California agency requirements.

 

The Division is requesting that the Board make findings pursuant to Section 3.13.030 (B) of the El Dorado County Ordinance Chapter 3.13, Contracting Out, that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work.

 

ALTERNATIVES

The Board could choose not to approve the amendment which could result in further project delays.  Delays in the project could jeopardize the funding.

FINANCIAL IMPACT

Funding is included in the Fiscal Year 2025-26 Accumulative Capital Outlay fund as part of the budget for the Placerville Jail Expansion Project and is included in the FY 2026-27 recommended budget request.
