Health and Human Services Agency recommending the Board, acting as the Governing Board of the El Dorado County Public Housing Authority (PHA):
1) Adopt the PHA Five-Year Agency Plan, which covers the period of 2026-2030;
2) Approve and authorize the Chair to sign the HUD-50077-SL (attachment B), certifying that this PHA Plan is consistent with the State’s Consolidated Plan; and
3) Approve and authorize the PHA Five-Year Agency Plan (Consisting of forms HUD-50075-5Y and HUD-50077-SL) to be submitted to the U.S. Department of Housing and Urban Development (HUD).

DISCUSSION / BACKGROUND
The PHA administers the Housing Choice Voucher (HCV) Program, which provides federally funded rental assistance to eligible low-income individuals and families to help them obtain safe, decent, and sanitary housing in the private rental market. As required by HUD, the PHA must develop and maintain a Five-Year PHA Plan that establishes the agency’s mission, goals, and objectives for administering the housing programs. The PHA must also maintain an Administrative Plan that establishes local policies and procedures governing the administration of the HCV Program in accordance with applicable federal statues and HUD regulations.
Under the Housing and Economic Recovery Act of 2008, certain qualified PHAs are exempt from submitting an Annual PHA Plan to HUD. To qualify for this exemption, a PHA must administer fewer than 550 combined public housing units and vouchers, must not be designated as a troubled agency by HUD, and must not have a failing Section 8 Management Assessment Program (SEMAP) score. The PHA meets the exemption criteria as the PHA currently administers 417 HCVs, has not been designated by HUD as a troubled agency, and received a score of 86 percent on its 2025 SEMAP assessment, resulting in a Standard Performer designation.
Although exempt from submitting an Annual PHA Plan, the PHA is required to prepare and submit a Five-Year PHA Plan to HUD every five years. The updated Five-Year PHA Plan must be submitted to HUD to maintain compliance with federal requirements. In accordance with HUD requirements, the Five-Year PHA Plan presented in this agenda item has been made available on the HHSA website and in physical document form in the lobby of the 3047 Briw Road HHSA building for public review and comment. This availability was noticed in the Mountain Democrat on July 29, 2026, and in the Tahoe Tribune on July 31, 2026.
The PHA is required under HUD guidelines to establish a Resident Advisory Board (RAB) as part of its Annual and Five-Year PHA Plan. The RAB is comprised of public housing tenants and housing voucher holders, who provide input on the PHA’s mission, goals, policies, and programs. The PHA facilitated a meeting of the RAB on August 4, 2026 to present and receive feedback on the current PHA Five-Year PA Plan. There were no comments received on the plan during the public meeting or as a result of the public noticing.
The updated Five-Year Plan reflects the PHA’s goals, objectives, and strategies for administering the Housing Choice Voucher Program over the next five years.
ALTERNATIVES
Should the Board decline to approve this recommendation, the PHA would be out of compliance with federal regulations. The PHA must stay in compliance to continue providing safe housing to eligible low-income individuals and families.
