Human Resources Department and the Planning and Building Department recommending the Board:
1) Approve and adopt the new department-specific classification specification of Chief Deputy Director of Planning and Building; and
2) Adopt and authorize the Chair to sign Resolution 173-2024 to:
a) Approve the Job Class Number, bargaining unit, and salary range for the new classification of Chief Deputy Director of Planning and Building; and
b) Approve the addition of 1.0 full-time equivalent Chief Deputy Director of Planning and Building allocation.

DISCUSSION / BACKGROUND
On January 23, 2024, with Legistar file 23-2157, the Board directed staff to explore alternative staffing and/or organizational structures for the Planning and Building Department’s South Lake Tahoe Office, and return to the Board as soon as practical with recommendations. To that end, the Planning and Building Department, with Chief Administrative Office approval, conducted a restructuring of the Department’s South Lake Tahoe office on June 1, 2024 to place all staff within the department beneath the existing Deputy Director of Planning. Because of the scope and scale of the operations across multiple Divisions within the South Lake Tahoe office, Human Resources has determined that a Chief Deputy Director of Planning and Building is appropriate for the department.
As such, Human Resources has developed a new management level classification of Chief Deputy Director of Planning and Building with responsibility for the development, implementation, oversight, and evaluation of departmental services and functions of multiple divisions of the department within a defined region, such as the West Slope or the Tahoe Basin. It is proposed that one Chief Deputy Director of Planning and Building will be assigned to South Lake Tahoe at conception of the classification to provide support to the management of the respective divisions in South Lake Tahoe in order to stabilize and streamline the leadership within the region.
ALTERNATIVES
The Board could choose not to approve the recommendations and direct Human Resources and Planning and Building to make revisions or conduct additional analysis.

FINANCIAL IMPACT
The Department intends to conduct an internal competitive recruitment for this position. If an internal candidate is selected, the Department will not backfill the position and the allocation will be deleted during the FY 2025-26 Recommended budget. The projected cost for the remainder of FY 2024-25 is estimated at $13,600, with future year costs incorporated into the Department's budget.
