Fiscal Impact/Change to Net County Cost:  Funding for the contract is available in the FY 2006-07 and 2007-08 CSA #10 proposed budget.  There is no cost to the General Fund.
 
Background: Environmental Management Department is requesting to enter into a contract with CDC Consulting whereas Mr. Chris Charrette will serve as Contract Operator /Chief Plant Operator as directed by the Department to supervise, train staff, and be responsible for the overall operation of the Union Mine Treatment Facility.  The Union Mine Disposal Site Supervisor position is currently vacant and these services are required while the recruitment is in process and for a training period once the position is filled.
 
 
Reason for Recommendation:  The Department has utilized the consulting services of CDC Consulting (Chris Charrette) since September 1, 2004 to provide specialized consulting services regarding the operations of the Union Mine Wastewater Facility.  Mr. Charrette holds a valid Grade IV Wastewater Operator's Certificate and a Wastewater Treatment Plant Contract Operator's Registration issued by the California State Water Resources Control Board. CDC Consulting works with the ACME Landfill in Martinez as a consultant operating their respective leachate treatment facility.  CDC Consulting has been instrumental in the continued operational improvements to the Union Mine Wastewater Facility.
 
This Contract has been approved by County Counsel and Risk Management.  Union notification was sent to Employees Union Local 1.  The initial contract is for an amount not to exceed $60,000 for a period of one (1) year.  The County Officer or employee with responsibility for administering this Contract is Gerri Silva, Director of Environmental Management.
 
 
Action to be taken following Board approval:  Upon execution by the Chair, the Board Clerk's Office will forward copies of the contract to Environmental Management for distribution, encumbrance and administration
