DISCUSSION / BACKGROUND

A Program Manager allocation became vacant in Summer 2025. After reviewing options, EMS recommends the deletion one vacant Program Manager allocation and the addition of one EMS/EP Supervisor allocation to align the Authorized Personnel Allocation Schedule with current needs. This approach uses a lower-level classification to perform the technical components of the work while retaining the specialized knowledge necessary to carry out essential duties at the lowest appropriate level. The add/delete offers a straightforward, durable position-control solution that maintains day-to-day capacity at a lower cost and reflects the role required to support program operations. If approved, Human Resources will update the Authorized Personnel Allocation Schedule, and EMS/EP will proceed with recruitment for the Supervisor role.

 

ALTERNATIVES

The Board may decline to approve the add/delete and direct EMS/EP and Human Resources to conduct additional analysis and return to the Board with options.

FINANCIAL IMPACT

The change in allocation will result in approximately $32,750 in annual savings. Once the final amount of reduced HPP is announced, EMS will likely return to the Board with a budget amendment to reflect these changes. This amendment will include the budget changes resulting from this change in allocated personnel.
