DISCUSSION / BACKGROUND
The Department entered into an agreement with Placer County on March 10, 2009 (Legistar Item # 09-1283) to pay $20,000 toward Placer County's purchase of a 26,000-Pound Gross Vehicle Weight Rating, two-wheel-drive, flatbed weight truck, at a total cost of approximately $100,000. El Dorado owns fourteen (14) 1,000-pound certified weight standards and a motorized weight cart. Pursuant to a lease agreement, each county currently uses the weight truck, weight standards, and cart an average of four to six weeks per year for the specialized testing/inspecting of commercially used vehicle, winery, livestock and large capacity shipping and receiving scales. El Dorado County, while retaining ownership of the Weight Standards and Cart, granted Placer to store and use the Weight Standards and Cart in conjunction with the Weight Truck. This agreement currently runs through March 10, 2024.
In Section two and three of the lease agreement, Placer and El Dorado acknowledged and agreed that to reduce the costs to each jurisdiction of the use and maintenance of the Weight Truck and Weight Standards and Cart, both jurisdictions would jointly pursue lease opportunities with other local counties.
In 2022 Placer and El Dorado identified Plumas County as a Third-Party Jurisdiction to lease the Weight Truck, Weight Standards and Cart. The MOU attachment is the second agreement with Plumas to allow for limited use of the truck for Fiscal Year 2023-24. The lease payment in the amount of $3,000 will be paid to Placer County.
ALTERNATIVES
The Board could choose not to approve the contract with Plumas County. Doing so would increase the cost of maintenance to the County.
PRIOR BOARD ACTION
On March 10, 2009 the Board of Supervisors approved a one-time payment and a 180-month agreement for the usage of Placer County's new weight truck and the use of El Dorado County's weights and weight cart (Legistar item #09-0283). On September 28, 2021 the Board approved Amador County to use the Weight Truck (Legistar item #21-1428). On June 28, 2022 the Board of Supervisors approved Plumas County to use the Weight Truck (Legistar Item # 22-0800)

FINANCIAL IMPACT
No impact to the Net County Cost. The lease agreement requires Plumas County to pay for maintenance and a lease payment in the amount of $3,000 payable to Placer County.
