Fiscal Impact/Change to Net County Cost:  There is no Net County Cost related to this grant application.  This grant would enable an increase in the Health Services Department's budget by up to $125,000 over a two year period.  If the Board authorizes participation in this application, and if the grant is subsequently awarded, the Department will return to the Board for approval of a participation agreement and budget transfer request.
 
Background:  The Department has been invited to participate with University of California, Davis, Department of Public Health Services, in a planning award to develop a research collaboration between a university-based researcher and a community organization/local health department.  El Dorado County (EDC) was invited to participate in this grant application due to a referral from staff at the Tobacco Control Evaluation Center after viewing a presentation by EDC Health Services Department Supervising Health Education Coordinator, Christy Kessler, for the EDC Tobacco Prevention Program.  Anticipated scope of work activities include:
 
§      Establish a partnership using community based participatory research (CBPR) approaches, including:  participate fully in the CBPR training curriculum; recruit community members to join the project, as appropriate; translate portions of the curriculum for utilization with the coalition; develop a research partnership Memorandum of Understanding.
 
§      Contribute to data collection activities, including: identify and contribute to the development of new data collection instruments; modify or create data collection protocols; collect data along with county staff; provide training to volunteers.  
 
§      Contribute to the analysis and interpretation of the data collected by conferring on statistical analysis strategy and display of the data in tables and figures.  
 
§      Disseminate project results to policy makers and stakeholders in El Dorado County by writing short briefs, news releases, Web updates, mailings, and presentations.
 
The Department was notified of the opportunity to participate in this collaboration in late December 2009 and upon evaluation determined that this grant would enhance current tobacco prevention and research activities in the County.  The deadline for submission of applications was January 15, 2010; due to the limited time allowed for submission of an application, the Department completed and submitted its Intent to Establish a Consortium agreement with UC Davis, along with a cover letter stating that the agreement/application were contingent upon the Board's authorization of the application and ratification of the Health Services Director's signature on participation documents.  The Department clearly noted that pending such Board action, the application could not be considered binding or obligate the County to any action.
 
If this item is approved, the Department will submit a letter and copy of the Board minutes demonstrating the Board's approval of the Department's participation in the application and ratification of the Director's signature on participation documents.
 
Reason for Recommendation:  If the Board approves participation in this application, and the grant is awarded, the Health Services Department will use the funding to collaborate with UC Davis in the collection of data, statistical analysis of data, and dissemination of project results to both the Grantor and stakeholders in the County of El Dorado.
 
Action to be taken following Board approval:
A copy of the Board minutes will be submitted to UC Davis and the Tobacco-Related Disease Research Program demonstrating the Board's authorization for participation in the grant application and ratification of the Health Services Director's signature on participation documents.
