*$25,434 is included in the FY 2006-07 budget.  $24,020 will be included in the FY 2007-08 budget.

 

Fiscal Impact/Change to Net County Cost: Total grant award spans two County fiscal years, beginning January 1, 2007 and ending December 20, 2007.  $25,434 is currently budgeted for FY 2006-07, but an increase in the grant award adds $21,395 to the budget.  The remaining amount of the grant award is being budgeted in FY 2007-08.  There is a County match requirement; however, that amount of $14,170 is covered by in-kind services funded by index code 404112.  There is no net County cost.

 

Reason for Recommendation: Public Health receives funding through the CDCI Agreement with the State to provide Drug Court services for the youth of El Dorado County and their families who are struggling with drug and/or alcohol addiction.  The attached agreement awards funding to the County in the amount of $42,790 for the seventh year of the program.  This year, ADP awarded the County with additional money to support a CDCI program targeted at adults specifically.  The amount of that award, referred to as the Felony Augmentation, is $28,059.

 

The attached Budget Transfer adds $21,395 to the FY 2006-07 adopted budget, which accounts for the base allocation of the grant award and part of the Felony Augmentation.  The remaining funds will be included in the FY 2007-08 budget.  This agreement is retroactive to January 1, 2007 due to late receipt of grant documents from the State.

 

Action to be taken following Board approval: Chair to sign three (3) copies of attached agreement and one Budget Transfer; Board Clerk's Office to return three (3) signed copies to Department; Public Health to forward copies to ADP for final signature; Department to return one fully executed agreement to Board Clerk's upon receipt from ADP; Board Clerk's Office to forward signed Budget Transfer to Auditor's Office for posting.
