Human Resources (HR) and Health and Human Services Agency (HHSA), recommending the Board:
1) Approve and adopt the new department-specific classification specification for Agency Facilities Technician; and
2) Adopt and authorize the Chair to sign Resolution 157-2026 to:
a) Approve the Job Class Number (JCN 6603), bargaining unit assignment (Local 1 - GE), FLSA designation (Non-Exempt), and salary range for the Agency Facilities Technician; and
b) Approve the addition of 1.0 FTE Agency Facilities Technician allocation in HHSA.
FUNDING: HHSA Indirect Cost Rate.

DISCUSSION / BACKGROUND
HHSA identified an ongoing operational need for hands-on facilities support across multiple agency sites (workspace setups and moves, equipment staging/transport, basic non-licensed repairs, alarm/access support, vendor escort, storage organization, and onsite troubleshooting). A classification study by HR confirmed that a substantial portion of the workload is manual/operational and falls outside the intended scope and physical demands of the classifications previously used to cover these functions. Therefore, HR recommends establishing a dedicated, department-specific Agency Facilities Technician classification positioned in the appropriate non-professional job family.
The proposed Agency Facilities Technician class specification defines the class concept, typical functions, minimum qualifications, and working conditions. Key attributes include duties focused on routine facilities support, equipment movement/setup, minor repairs within non-licensed limits, alarm/access assistance, vendor escort, and accurate electronic recordkeeping.
Establishing this classification allows HHSA to align work to an operational facilities role, maintain appropriate separation from professional/analytical duties in administration, and ensure safe, efficient support at scale for a large, multi-site agency. A classification study conducted by HR identified that the facilities workload is predominantly non-skilled and best supported by a dedicated position in the appropriate non-professional job family. In light of HHSA’s unique operational demands, including a high volume of facilities requests and the rapid response times needed to support program activities, HR recommends establishing the department-specific Agency Facilities Technician classification. The specification was developed in partnership with HHSA and Risk Management to reflect the position’s physical demands and safety requirements.

The Board could choose not to approve the actions as recommended and direct Human Resources and the HHSA to conduct further analysis.

FINANCIAL IMPACT
The approximate annual cost for the addition of these positions is $97,026 with the cost for the remainder of FY 2026-27 totaling approximately $70,975. It is anticipated that this increased cost will be offset by savings in Salaries and Benefits.
