Mental Health Department requesting authorization to submit the Fiscal Year 2007-2008 Projects for Assistance in Transition from Homelessness (PATH) grant application to the Adult and Older Adult Program Policy Unit of the California Department of Mental Health in the amount of $29,524 to provide for the responsible and efficient transition of homeless and resource-less persons leaving the Psychiatric Health Facility; and recommending the Director of said Department be authorized to execute all necessary applications and agreements for the purpose of securing these grant funds.

Fiscal Impact/Change to Net County Cost: Mental Health will receive $29,524 in funding for FY 2007-08 to provide for the responsible and efficient transition of homeless and resource-less persons leaving the Psychiatric Health Facility (PHF) to appropriate placement in the community. The Department uses other State funds to make the required 1:3 match of $9,842.
Background: Since the early 1990's the Mental Health Department has applied for and received a PATH grant each fiscal year to provide for the responsible and efficient transition of homeless and resource-less persons from the Psychiatric Health Facility (PHF) to appropriate placement in the community. The grant funds portions of the salaries of one discharge planner, two case managers and two rehab workers that work to transition these clients into housing when they leave the PHF.
Effective with the FY 2004-05 PATH Grant application, the State Department of Mental Health (DMH) no longer required county mental health departments to obtain local BOS approval of the application; however, the County still requires BOS approval for all grant applications. The State DMH began shortening the timeframe between the announcement of the grant and the deadline for submission of the application and for fiscal year 2007-08 the timeframe was less than 3 weeks (announced on 4/17/07 and due on 5/4/07 - the application actually shows a due date of 4/20/07, but subsequent emails changed the due date to 5/4/07). The Department has received verbal approval from Peter Best of the State DMH that the application would still be accepted as late as the end of May.
Reason for Recommendation:The Mental Health Department will receive $29,524 in Federal PATH funds to provide important services to homeless and resource-less persons leaving the Psychiatric Health Facility (PHF).
Action to be taken following Board approval: Mental Health Director to sign the PATH Grant application and the Department will then submit the application for grant and other documentation as required by the application.
