Community Development Agency, Environmental Management Division, recommending the Board consider the following:
1) Accept CalRecycle Local Government Waste Tire Amnesty Grant Program (TA3) funds in the amount of $87,716 for the term July 1, 2015 through June 30, 2017; and
2) Delegate authority to the Community Development Agency Director, or designee, to execute the Grant Agreement, and all grant documents, including, but not limited to, amendments, requests for payment, reports, and all associated documents necessary to secure grant funds and implement the approved grant program that do not increase the dollar value or extend the term of the grant.

DEPARTMENT RECOMMENDATION
Community Development Agency, Environmental Management Division (EMD) recommends the Board accept TA3 grant funds in the amount of $87,716, and delegate authority to the Community Development Agency Director, or designee, to execute the Grant Agreement (Attachment B), and all associated documents necessary to implement the grant program that do not increase the dollar value or extend the term of the grant.
DISCUSSION / BACKGROUND
In accordance with Board of Supervisors (Board) Policy A-6, the Board is the sole authority for accepting grant awards and approving grant agreements. After acceptance of a grant award and approval of the grant agreement, the Board may delegate authority to execute the grant agreement and other grant related documents.
TA3 is a grant program that provides funds to conduct free amnesty events for the public to recycle their waste tires. In March 2015, EMD applied for TA3 (Attachment C). On June 23, 2015, notification was received from CalRecycle advising award of TA3 in the amount of $87,716. The term of the grant is from July 1, 2015 through June 30, 2017.
