DISCUSSION / BACKGROUND

The Diamond Springs Parkway - Phase 1B Project (Project) will provide a new four-lane arterial roadway from Missouri Flat Road to State Route 49. On April 1, 2025 (Legistar 25-0460), the Board awarded construction contract 6558 to A. Teichert & Son, Inc., dba Teichert Construction (Teichert) in the amount of $15,853,114. The Board also awarded budgets of $1,585,311.40 for supplemental contract change orders (CCO) and $1,585,311.40 for contingency CCOs. The total amount to date of supplemental CCOs that have been issued is $886,009.00. No CCOs under the contingency budget have been issued. In accordance with Resolution 102-2012, the maximum authority delegated to the Director of Transportation for approval of a single CCO is $210,000.

 

On December 4, 2025, the Director of Transportation authorized Contract Change Order 3 (CCO 3) for temporary water pollution control measures in the amount of $200,000.  To date, a total of $191,533.68 has been paid under CCO 3 for site stabilization work as required by the contract documents. As additional temporary water pollution control work is anticipated through the remainder of the winter season, this CCO 3, Supplement 1 (CCO 3-1) is required in order to continue to compensate Teichert to implement the work. After issuance of CCO 3-1 for $500,000.00, the remaining supplemental CCO budget will be $199,302.40. Teichert shall furnish, install, maintain, and remove temporary water pollution control measures for temporary soil stabilization, temporary sediment control, and temporary linear sediment barriers in accordance with the approved Storm Water Pollution Prevention Plan, as specified in Section 13, Water Pollution Control, of the Special Provisions and Standard Specifications. Water pollution control measures associated with stockpile management are excluded from payment under this change order.

FINANCIAL IMPACT

There is no change to net County cost associated with this item. Funding for this CCO is incorporated into the Project’s construction phase budget as part of the 2025 CIP approved by the Board on July 15, 2025 (Legistar file 25-0504).

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Board Chair's signature on CCO 3-1.

2) The Clerk of the Board will return a fully executed copy of CCO 3-1 to Transportation, Fairlane Engineering, attention Staci Goodwalt, for further processing.
