DEPARTMENT RECOMMENDATION

The Probation Department is recommending the Board ratify the Chief Probation Officer’s signature on Agreement 391-S1611 with the County of Humboldt. The juvenile ward was placed into the New Horizons program on March 1, 2016 as ordered by the El Dorado County Superior Court.  Additionally, the Court ordered the Auditor Controller to pay for housing and treatment services for a period not to exceed six months as part of an Ex Parte Court Order while contracts were being developed. During that time the document has been routed and signed by all parties, however it has not been used as a fully executed agreement until Board approval is received. 

The Probation Department is also recommending the Board authorize the Chair to sign Agreement 392-S1611 with County of Humboldt, Department of Health and Human Services-Mental Health for the housing/detention and mental health treatment services of El Dorado County juvenile wards placed in the County of Humboldt New Horizon Program.

Neither of these agreements have a stated not to exceed limit in the contract. Juveniles may be placed by order of the Court at any time and the Probation Department has continually included an estimated amount in the annual budget.  

DISCUSSION / BACKGROUND

County of Humboldt, Probation Department and Department of Health and Human Services-Mental Health operates the New Horizon Program. The program includes secured housing in conjunction with intensive mental health treatment services for juvenile wards.

FINANCIAL IMPACT

No change to Net County Cost. Appropriations are included in the Fiscal Year 2016-2017 budget based on an estimated utilization rate and will be included in the budget for the remainder of the Agreement.
