Health and Human Services Agency recommending the Board:
1) Make findings in accordance with County Ordinance 3.13.030 (b) that it is appropriate to contract with WestPac Labs, Inc. for services provided under Agreement 5075 because the provision of such services provided by Contractor are in the public's best interest and that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work;
2) Approve and authorize the Chair to sign Agreement for Services 5075 with WestPac, Inc. for the provision of COVID-19 testing, supplies and results in the amount of $3,150,000, effective upon execution and shall expire December 30, 2020; and
3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 5075, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management. DISCUSSION / BACKGROUND:
The World Health Organization declared COVID-19 a pandemic on March 11, 2020. Between April 24, 2020 and May 7, 2020 El Dorado County (El Dorado) reported a total of 12 cases. On May 15, 2020, nine new cases were reported, and as of August 10, 2020, 755 laboratory-confirmed cases have been reported. Screening, case investigation and contact tracing are proven methods to slow the transmission of communicable diseases such as COVID-19, therefore, the Health and Human Services Agency (HHSA) has determined that it is necessary to increase testing within the County. This Agreement with WestPac Labs, Inc. will provide HHSA the COVID-19 testing supplies and laboratory results for both the HHSA Public Health Division activities, as well as El Dorado County Office of Education testing activities.
ALTERNATIVES:
Should the Board decline to approve this recommendation, HHSA would be limited in its ability to provide testing and results for COVID-19, thereby limiting its ability to curb the spread of the disease. In addition, without increased community testing, school districts may not be able to offer on-campus instruction in the near future.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. It is anticipated that these expenses will be paid with CARES Act funding and FEMA for the term of this Agreement. Sufficient appropriations were included in the HHSA budget for FY 2020-21 CARES funding for Public Health activities. Services provided on behalf of EDCOE were included in the CARES budget at the Chief Administrative Office.
