Agricultural, Weights and Measures Department recommending the Board authorize the Agricultural Commissioner to apply for grant funding from the California Agricultural Commissioners and Sealers Association Quantity Control Trust Fund to purchase quantity control equipment in an amount not to exceed $4,000.

Fiscal Impact/Change to Net County Cost: If successful, this grant would provide the department with the funding necessary to purchase an appropriate scale that can be used at various field locations with no additional cost to the department. No in kind costs are required for the grant submittal. There would be no change to the Department's net county cost.
Reason for Recommendation/Background: The Agricultural, Weights & Measures Department is mandated to perform quantity control inspections for El Dorado County. The primary function of weights and measures is to ensure that equity prevails in all commercial transactions involving quantity representations. The assurance of full weight and measure by the elimination of deceptive misrepresentation are the main goals of the Quantity Control Program.
The Quantity Control Program fulfills these goals by monitoring commerce at all levels: retail, wholesale, and manufacturing, in order to minimize measurement errors in both packaged and over the counter sales.
Californians spend in excess of $136 billion in commodities subject to Quantity Control inspections each year. The new funding for augmentation will allow our local Weights & Measures department to purchase equipment that will increase the inspections on local stores which will provide a substantial benefit to the general public.
Action to be taken following Board approval:
1) Department to prepare and submit grant application and supporting documentation to California Agricultural Commissioners and Sealers Association Quantity Control Trust Fund.
2) If successful, Department will prepare Budget Transfer to allocate funds for fixed asset and return to Board for approval.
