DISCUSSION / BACKGROUND

The Sheriff's Office has received this grant funding since 2001.  This funding has allowed Sheriff's law enforcement to address and mitigate several issues on the Rubicon Trail over the years.  For a period of time, the Rubicon Trail was not a family friendly environment; however, due to increased law enforcement presence, users have noticed a positive change in the environment and culture, and the Trail is once again a safe place for families to enjoy.

 

The grant funding is used to fund a portion of a Sergeant position as well as two deputies’ salaries and benefits for their time spent on the Rubican Trail and other OHV areas. Grant funding is also used to purchase equipment and supplies to support law enforcement services on the Rubicon Trail and OHV areas within El Dorado County.

 

The initial grant application request was for approximately $350,000 to fund the Sheriff’s Office OHV program, but the award amount is for $100,080.  Acceptance of these grant funds requires a 25% required match, for this grant cycle that amount would be approximately $33,423 for a total of approximately $133,503.

 

On December 18, 2012, the Board created a Special Revenue Fund for the El Dorado-SMUD Cooperation Agreement funds.  The funds were to be used to fund multiple programs on the Rubicon Trail for several County departments.  The Sheriff's Office requested and received these funds to partially offset its Fiscal Year (FY) 2014-15, through FY 2022-23 Rubicon patrol law enforcement activities costs.  The Sheriff’s Office is requesting to use the SMUD Cooperation Agreement funds to fund the 25% required match for the FY 2023-24 grant cycle.

 

ALTERNATIVES

Failure to authorize a resolution, submit the acceptance, and provide matching funding will result in the loss of grant funds for Rubicon patrol law enforcement activities.
