DISCUSSION / BACKGROUND

Abandonment of Easement 26-0005

A request has been submitted by Matthew J. Mezzetta, a single man, owner of Assessor's Parcel Number 120-261-008 (546 Powers Drive, El Dorado Hills), requesting that the County of El Dorado, Board of Supervisors, vacate the rear 10 foot Public Utility easement, portions of the side 5 foot Public Utility Easements, and a portion of the 16 foot Sanitary Sewer Easement located on said property as shown on Lot 227 of Ridgeview Village Unit NO. 4, recorded in Book F of Subdivisions at Page 93, which were offered to the County of El Dorado by Pacific States Development Corporation by William J. Fisher and Mary Theresa Muse, on March 6, 1979. The easements were acknowledged and accepted by the County of El Dorado on March 13, 1979, and the Subdivision Map was recorded on March 30, 1979.

 

The easements are more particularly described and depicted in Attachments A and B.

 

Abandonment of Easement 26-0006

A request has been submitted by Parmjit Singh Khaira and Rajinder Kaur, Husband and Wife, as joint tenants, owners of Assessor's Parcel Numbers 124-530-017 and 124-530-018 (between Rose Quartz Way and Laterite, El Dorado Hills), requesting that the County of El Dorado, Board of Supervisors, vacate portions of the side Public Utility easements located on said properties, as shown on Lots 93 and 94 of Promontory Village 7 Unit 3A, recorded in Book K of Subdivisions at Page 78, were offered to the County of El Dorado by Promontory Construction Company, LLC a California Limited Liability Company By: Angelo K. Tsakopoulos, on September 10, 2024. The easements were acknowledged by the County of El Dorado on December 10, 2024, and the Subdivision Map was recorded on December 31, 2024.

 

The easements are more particularly described and depicted in Attachments C and D.

 

Abandonment of Easement 26-0007

A request has been submitted by John H Suttey and Tiffany Lynn Suttey, Husband and Wife, as community property, owners of Assessor's Parcel Numbers 077-341-003 and 077-341-004 (5439 and 5455 Wisteria Road, Pollock Pines), requesting that the County of El Dorado, Board of Supervisors, vacate portions of the side Public Utility easements located on said property, as shown on Lots 357 and 358 of Sierra Springs Unit NO. 4, recorded in Book E of Subdivisions at Page 89, were offered to the County of El Dorado by Angeles-Capital Company, a Joint Venture By: Richard E. Tuttle, on March 23, 1971. The easements were accepted by the County of El Dorado on March 30, 1971, and the Subdivision Map was recorded on April 1, 1971.

 

The easements are more particularly described and depicted in Attachments E and F.

 

AT&T, Comcast, El Dorado Irrigation District and Pacific Gas & Electric have not used said portions of the three easements for the purposes for which they were dedicated and find no present or future need exists for said portions of said easements and do not object to their vacation, and to that end, have all issued letters to that effect.

 

Abandonment of Easement 26-0008

A request has been submitted by Mary Saporito Hattersley and John Albert Linke, wife and husband as community property with right of survivorship, owners of Assessor's Parcel Number 070-520-010, requesting that the County of El Dorado, Board of Supervisors, vacate the Emergency Vehicle Access easement located on said property,  as shown on Lot 15 of La Caille Estates Unit 1, recorded in Book K of Subdivisions at Page 19, was offered to the County of El Dorado by Orbis Financial, LLC, A California Limited Liability Company, By: Global Managers, LLC, A California Limited Liability Company, on January 26, 2018. The easement was accepted by the County of El Dorado on April 3, 2018, and the Subdivision Map was recorded on April 9, 2018.

 

The easements are more particularly described and depicted in Attachments G and H.

 

Department of Transportation, Local Fire Jurisdiction, and Planning Department have not used said easement for the purposes for which it was dedicated and find no present or future need exists for said portions of subject easement and do not object to its vacation, and to that end, have all issued letters to that effect.

FINANCIAL IMPACT

The Surveyor’s Office collects a fee for processing the Abandonment of Easement on a time and materials basis.  There is no fiscal impact as a result of the approval of this item.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain the Chair's signature on all four (4) Resolutions.

2) Clerk of the Board to record the Resolutions at the Recorder’s Office.

3) Clerk of the Board to return one copy of all four (4) recorded Resolutions for further processing to the Surveyor's Office, Attn: Carter Meyers.
